Homogeneity, Heterogeneity, and Cultural Diversity Politics in Europe

In my presentation will discuss a new main item in the development strategies of cultural policies in Europe, namely the change from building homogenous national cultures to supporting the notion of heterogeneously working societies in dealing actively with the diversities they offer. Firstly, I will stress the background of the emancipative "ethnic arts" in the 1970s in Great Britain and secondly, I will talk about the "free radio" scenes developed in central and eastern Europe in the 1990s as interesting examples of advanced media diversity. It is my particular interest to ask about the specific participation possibilities marginalized societal groups have been offered.
