Sehr herzlich grüße ich alle Teilnehmerinnen und Teilnehmer der Konferenz "Das Verbindende der Kulturen" und heiße Sie in Wien willkommen.

Ich freue mich über die Initiative des "Instituts zur Erforschung und Förderung österreichischer und internationaler Literaturprozesse", die dieses wichtige Thema im Rahmen einer internationalen Begegnung der Öffentlichkeit nahe bringen will.

Denn gerade Österreich, das sich einer langen und traditionsreichen Geschichte verpflichtet fühlt, weiß um die Bedeutung der kulturellen Vielfalt als Quelle schöpferischer Entwicklungskraft.

Immer schon haben in der Geschichte kreative Menschen nationale Grenzen überwunden und großartige Leistungen in Kunst und Kultur, Wissenschaft und Forschung hervorgebracht. Dieser geistigen Integration verdanken wir die entscheidenden Schritte in der Entwicklung der Zivilisation.
Heute führt die Globalisierung die Völker auf wirtschaftlicher Ebene in noch nie gekannter Weise zusammen. Gerade im Lichte dieser Entwicklung wird jedoch die Besinnung auf kulturelle Gemeinsamkeiten immer wichtiger. Politische und wirtschaftliche Verflechtungen können erst dann dauerhaft sein, wenn auch Wissenschafter, Künstler und Intellektuelle "das Verbindende der Kulturen" festigen. Erst dann werden sich jene wertvollen Bausteine entwickeln können, die für die Architektur einer friedlichen Welt unabdingbar sind: Wissen und Anerkennung, Toleranz und wechselseitiges Verstehen.
So wünsche ich Ihrer Tagung einen erfolgreichen Verlauf, anregende Kontakte und Diskussionen sowie unseren Gästen aus 70 Nationen einen interessanten und angenehmen Aufenthalt in Wien!

Welcoming Remarks

It is with great pleasure that I would like to extend a most cordial welcome to all the participants of this conference, "The Unifying Aspects of Cultures", here in Vienna.

I appreciate the initiative taken by the "Research Institute for Austrian and International Literature and Cultural Studies" aiming to promote awareness of this significant issue through this international encounter.

Austria is bound to its long and rich history, replete with traditions, and thus understands particularly well the importance of cultural diversity as a source of creative potential.
Throughout history, creative individuals have shrugged off the confines of national borders and accomplished great achievements in art and culture, science and research. This spiritual integration blazed the trail towards the evolution of civilisation.
Today, globalisation unites people economically as never before. It is in light of this very development, however, that remembering the common denominators in our cultural heritage is gaining in importance. Political and economic interconnections can only be sustained to the extent that scientists, artists and intellectuals continue to strengthen "the unifying aspects of cultures". Only then can the essential building blocks evolve as sine qua non components of a peaceful world: Knowledge and acknowledgement, tolerance, mutual respect and understanding.
It is in this spirit that I wish you a successful conference, stimulating contacts and discussions, and for our guests from 70 different countries, an interesting and pleasant stay in Vienna!

Discours de bienvenue

Je tiens à saluer chaleureusement les participantes et participants à cette conférence intitulée "Les points communs des cultures" et vous souhaite à tous la bienvenue à Vienne.

Je me réjouis de l'initiative prise par l' "Institut de recherche de littérature et civilisation autrichiennes et internationales", soucieuse de communiquer ce thème important au grand public dans le cadre d'une rencontre internationale.

Car l'Autriche en particulier, très attachée à son histoire ancienne et riche en traditions, reconnaît l'importance de la diversité culturelle comme source d'une évolution créative forte.
L'histoire est imprégnée de femmes et hommes créatifs qui ont oeuvré au-delà des frontières nationales et ont ainsi apporté des contributions grandioses aux mondes de l'art et de la culture, de la science et de la recherche. Nous devons les évolutions décisives de la civilisation à cette intégration intellectuelle.
Aujourd'hui, la mondialisation unit les peuples sur le plan économique comme elle ne l'a jamais fait. Et c'est justement à la lumière de cette évolution que le retour aux points communs des cultures devient de plus en plus essentiel. Les interdépendances tant politiques qu'économiques ne peuvent être durables que si les scientifiques, les artistes et les intellectuels renforcent ces "points communs des cultures". C'est la condition sine qua non pour que ces éléments constitutifs si précieux et impérieux à un monde pacifique puissent se développer: la connaissance et la reconnaissance, la tolérance et la compréhension réciproque.
Je vous souhaite une rencontre fructueuse, des contacts et débats intéressants ainsi qu'à nos hôtes venus de 70 nations un séjour fort intéressant et agréable à Vienne!

Ein Gemeinsames der Kulturen: Die Sprache

Ich freue mich, Sie alle hier im Namen des Instituts zur Erforschung und Förderung österreichischer und internationaler Literaturprozesse bei der Konferenz "Das Verbindende der Kulturen" in Wien begrüßen zu dürfen. Mit dieser Konferenz setzt das INST seine wichtige Rolle in transnationalen Prozessen fort. Ich verweise auf die Übergabe einer Resolution an die damalige EU-Kommissarin Edith Cresson 1996, unser Auftreten vor dem Kulturausschuss des Europäischen Parlaments 1998 und 2001, unsere Mitarbeit an dem UNESCO-Buch "Knowledge for Sustainable Development" 2002 (der Encyclopedia of Life Support Systems). Nach Jahren intensiver Vorbereitungen durch rund 100 SektionsleiterInnen und die Co-Koordinatoren Prof. DI Jeff Bernard (Wien), Univ. Prof.Dr. Anil Bhatti (New Delhi), Univ. Prof. Dr. Gerhard Fröhlich (Linz), Univ. Prof. Dr. David Simo (Yaounde), die ÜbersetzerInnen Univ. Prof. Dr. Donald G. Daviau (Riverside/Wien), Univ. Prof. Dr. Gertrude Durusoy (Izmir) und den Wiss.Dir. Dr. Herbert Arlt, ist es endlich so weit.

Der Konferenz, die als offene Plattform gedacht ist, ging eine Vorbereitung voraus, in der wir über das Internet eine einmalige Kommunikationsstruktur benutzen konnten, in der die SektionsleiterInnen eine entscheidende Rolle spielten. Offene Plattform heißt ein Versuch, das zu verwirklichen, was Anil Bhatti 2001 kommunikative Toleranz genannt hat, der Versuch eines wirklichen multikulturellen Polylogs. Ich danke Ihnen allen, daß Sie den weiten Weg nicht gescheut haben, um an dieser wichtigen Konferenz teilzunehmen, und ich hoffe, daß Sie am Ende der Konferenz mit neuen Ideen und neuen fruchtbaren Kontakten nach Hause gehen werden.

Das Kernelement dieser Konferenz ist daher die Kommunikation, und daher möchte ich die Konferenz auch mit Reflexionen über ein zentrales Elementes der Kommunikation beginnen. Was alle Menschen gemeinsam haben, was alle Kulturen verbindet, ist die Tatsache, daß wir sprechen können. Zwar trennt uns die Tatsache, daß alle Kulturen verschiedene Sprachen sprechen, aber wir können die Sprache der anderen lernen. Zwar zeigt uns die Sprachwissenschaft, daß jede Sprache auch eine ganz eigene Form des Denkens enthält, und daß Sprachen nicht ohne weiteres übersetzt werden können, aber trotz Whorf: auch eine Sprache, die ganz anders denkt als meine kann ich lernen. Wenn das nicht so wäre, dann hätte Whorf ja nicht einmal beweisen können, daß die andere Sprache ein anderes Denksystem enthält, denn er hätte sie prinzipiell nicht verstehen können.
Auch dann, wenn wir eine der großen Weltsprachen - Englisch, Französisch, Spanisch, Russisch, Chinesisch, Arabisch oder Deutsch - als lingua franca benutzen, um uns über die Sprachverschiedenheiten hinweg zu verständigen, da ja niemand all die tausenden Sprachen lernen kann, die auf der Welt gesprochen werden, denken wir oft noch in unserer eigenen Sprache, und das, was wir sagen, klingt unserem Gesprächspartner eigenartig, fremd, ja unverständlich. Ein Kongreß wie dieser konfrontiert uns also mit Sprach- und Denksystemen aller Art, auch wenn wir scheinbar eine gemeinsame Sprache sprechen, die wir alle verstehen.
Wir sprechen alle nicht die gleiche Sprache, selbst dann, wenn wir die ,gleiche' Sprache sprechen. Das trifft noch verschärft zu, wenn wir uns im Zuge der Globalisierung in einer der ,Weltsprachen' als gemeinsamer lingua franca verständigen. Die jeweils lokalen Dialekte des Englischen z.B. sind oft kaum untereinander verständlich, und das nicht nur wegen der differierenden Phonologie, sondern vor allem auch wegen der Semantik, die sich je kulturell verschieden der ,gleichen' Wörter bedient. Als "fremd" wird dann oft empfunden, was auf den ersten Blick als "eigen" erscheint.
Das Problem der Über-Setzung ist nicht in erster Linie ein technisch-terminologisches, linguistisch-begriffliches Problem. Es handelt sich um eine politische Frage, d.h. eine Frage, die von den Machtverhältnissen abhängt, wobei es für den einen Teil um die Fähigkeit geht, sich durchzusetzen, für den anderen um den Zwang, sich anzupassen. Was richtiges Englisch ist, wird in London und New York bestimmt, was richtiges Französisch ist, in Paris, und wenn man in Neu Dehli oder Kapstadt oder Yaounde lebt, ist man gehalten, sich an diese "Richtigkeit" zu halten, wenn man verstanden werden will. Die Globalsprachen können nötigenfalls Ideen und Ausdrücke der Peripherie entlehnen, sie müssen aber in ihr eigenes Begriffsfeld passen. Um Mythen, Verwandtschaftslinien, Codes der Aggression oder der Selbstverteidigung zu verstehen, erarbeitet der Theoretiker zuerst einen begrifflichen Bezugspunkt, dem er alles unterordnet, auch die entlehnte Terminologie - aber: könnte er denn anders, da doch schon seine Verstehensmittel dafür konstitutiv sind.
Übersetzung ist in erster Linie eine Übung in Bescheidenheit. Während Wissenschaft Gewißheiten haben will, ist Übersetzung eine Kunst. Es geht ihr nicht um Bedeutungen als ein Ziel an sich, sondern um Möglichkeiten, Bedeutungen aus einer Sprache in eine andere zu transportieren - auf den öffentlichen Verkehrsmitteln der Metaphern. Wo uns das nicht gelingt, wo unsere Übersetzung "keinen Sinn" ergibt, kann es zur Aggression, zum Krieg kommen. "Mißverständnisse" passieren nicht einfach - sie werden oft bewußt produziert, um interkulturelle und interreligiöse Konflikte zu legitimieren. Penka Angelova z.B. hat sich mit solchen Geschichtskonstruktionen beschäftigt. Das Europäische Parlament ist sich durchaus bewußt, daß solche Mißverständnisse tragische und manchmal weltweite Folgen haben kann. Interkultureller Dialog ist zwar kein Allheilmittel, wenn man Konflikte vermeiden will, aber Kultur ist doch ein wichtiger Faktor.
Wir sind heute immer in eine Spannung eingebunden, die Simo als Lokalität und Globalität verortet hat, ob wir nun im selbsternannten Zentrum leben oder an den Rändern der Welt, in der Arktis oder der Karoo, ob wir Bürger der Vereinigten Staaten oder Slowenen oder Buschleute in Botswana sind.
Die Frage ist, ob wir in dieser Situation, in der wir miteinander sprechen müssen, auch sprechen wollen - den anderen verstehen wollen, oder ob es bequemer ist, die anderen als "fremd" und "unverständlich" zu sehen. Ob Hermeneutik als Methode dazu ausreicht, oder eine neue Nicht-Hermeneutik der Schlüssel ist, wie Anil Bhatti meinte, ist zu diskutieren.
Auch kulturelle Güter unterliegen einer Ökonomie, doch verfügt diese über ihre eigene Logik. Wenn wir dennoch von einer Art kulturellem Kapital sprechen, das, da ungleich verteilt, automatisch Distinktionsgewinne abwirft, müssen wir uns darüber im Klaren sein, daß wir metaphorisch sprechen. Analogien sind nicht zu übersehen: Das Modell reiner und vollständiger Konkurrenz ist hier wie anderswo gleichermaßen irreal: Auch der Markt für symbolische Güter weist seine Monopole und Herrschaftsstrukturen auf.
Dennoch ist die Struktur der symbolischen Kräfteverhältnisse nicht einfach gleichzusetzen mit oder linear abhängig von der Struktur der politischen oder ökonomischen Kräfteverhältnisse. Im Grunde weiß das die koloniale und die postkoloniale Macht auch ganz genau: ständig steht ihr das Schreckbild der "Schurkenstaaten" vor Augen, ständig ertönt der Ruf "Die Barbaren kommen". Und ständig versucht man das "wilde Denken" der "Eingeborenen" zu verstehen, und weiß doch, daß man es nicht versteht.
Eben um jenes "wilde Denken" zu "verstehen" braucht die Macht die Ethnologen, die Kulturwissenschaftler des "Fremden", die sich unter Berufung auf die Tugenden der wissenschaftlichen Distanz als unparteiische Beobachter empfinden, eine Distanz, die dazu verführt, jede Realität und jede Praxis, einschließlich seiner eigenen, wie ein Schauspiel zu erfassen. Allerdings befinden sich die Ethnologen in der Lage eines Reisenden, der ein Land anhand einer Landkarte zu erforschen versucht, und der, da ihm die praktische Beherrschung fehlt, die allein der Einheimische aufweist, mittels eines Modells aller möglichen Wegstrecken das ihm zur Orientierung Fehlende sich hinzudenkt.
Die besondere Beziehung, die der Ethnologe mit seinem Gegenstand unterhält, schließt in dem Maße auch die Möglichkeit einer theoretischen Verzerrung ein, wie ihn seine Stellung als Dechiffreur und Interpret zu einer hermeneutischen Repräsentation der gesellschaftlichen Praxisformen neigen läßt, die dazu verführt, alle gesellschaftlichen Beziehungen auf solche der Kommunikation und alle Interaktionen auf symbolische Tauschbeziehungen zu reduzieren.
Am Beispiel von linguistischen Forschungen, hat man zu bedenken gegeben, daß sie, je nachdem, ob sie sich der Muttersprache oder fremden Sprachen zuwenden, unterschiedliche Wege einschlagen, und im weiteren den Hang zum Intellektualismus hervorgehoben, der darin impliziert ist, Sprache vom Standpunkt des hörenden statt des sprechenden Subjekts, d. h. als Decodierungsinstrument statt als "Handlungs- und Ausdrucksmittel" verstehen zu wollen. Solange er die Beschränkungen ignoriert, die seiner Perspektive auf den Gegenstand innewohnen, verurteilt sich der Ethnologe dazu, im günstigsten Fall eine "Rolle" zu erfassen, d. h. ein vorbestimmtes Programm aus Diskursen und Handlungen.
Sprache als Handlungsmittel funktioniert entweder auf der Ebene der Strategien (z.B. einer Epistemologie, die von vornherein festlegt, worüber wie gesprochen werden darf) oder auf der Ebene der Taktik, die alle solchen "Vor-Urteile" zu unterlaufen versucht. Wo der Stärkere Strategien einsetzen kann, den großen Plan, der alles umfaßt, greift der Schwächere auf die Taktik zurück, wie schon Clausewitz bemerkt hat. Je größer eine Macht ist, desto weniger kann sie es sich leisten, Teile ihrer Mittel in den Dienst der Täuschung zu stellen, denn es ist gefährlich, große Kräfte nur zum Schein zu entfalten. Macht braucht Sichtbarkeit. Wie der Witz (der ja auch den Schwächeren zugeschrieben wird) ein Taschenspielertrick im Bezug auf Ideen ist, so ist die Taktik ein Trick im Hinblick auf Taten. Beiden gemeinsam ist der Effekt der Überraschung. Die Kunst des Tricks beruht auf einer Fähigkeit, die Gelegenheit zu ergreifen. Freud hat anhand des Witzes gezeigt, daß sie eine Taktik verschiedene Elemente in gewagter Weise in Verbindung zu setzen ist, und daß dies zu einem blitzartigen Erkennen neuer Zusammenhänge führt. Dagegen kann der so (taktisch) Angegriffene sich nur wehren, indem er den Witz als "unanständig", die Taktik der Argumentation als "unwissenschaftlich" oder "unlogisch" zurückweist.
Wir sind als Kulturwissenschaftler, wenn alle den luktrativeren Wissenschaften zuströmen, die von der politischen und ökonomischen Macht honoriert werden, die Schwächeren. Gerade deswegen müssen wir das noch nicht Gedachte als Möglichkeit eines anderen Umgehens miteinander zu denken versuchen. Das sollte am Ende dieser Konferenz in ein Memorandum zu transnationalen Prozessen und kulturwissenschaftlichen Forschungen eingehen, ein Versuch, auf die Kulturpolitik Europas und der UNESCO Einfluß zu nehmen durch noch nicht gedachte Ideen, ein Versuch, einen europäischen und einen weltweiten Forschungsraum zu schaffen. Kultur könnte zu einem der entscheidenden Faktoren des 21. Jahrhunderts werden. Die Voraussetzung dafür ist daher, die Vielfalt nicht nur zu dulden, sondern sie als die Basis für gesellschaftliche Gestaltungen zu nutzen. Eine Kulturwissenschaft, die auf der Basis neuer Methodologien, mit neuen Kooperationsstrukturen die heutigen Prozesse begleitet, wird für die Zukunft unverzichtbar sein. Für die gesellschaftliche Bedeutung der Kultur wird aber auch entscheidend sein, welche Rolle die Kunst spielen kann. Gerade von ihr ist zu erwarten, daß sie wesentlich zur Herausbildung einer humanen Zivilgesellschaft beiträgt.
Lassen Sie mich am Schluß noch all denen danken, die diese Konferenz möglich gemacht haben, und da darf ich vor allem die SektionsleiterInnen, ReferentInnen, KünstlerInnen und unsere MitveranstalterInnen und Förderer hervorheben: Sie zeigen, dass das Verbindende der Kulturen Realität ist.

Language: a unifying element of cultures

It is a great pleasure to welcome you to this conference in Vienna with the theme "The Unifying Aspects of Cultures" in the name of the Research Institute for Austrian and International Literature and Cultural Studies. With this conference the INST continues its important role in transnational processes. I refer to the handing over of a resolution to the then EU-Commissioner Edith Cresson in 1996, the presentation of our projects to the Committee of Culture of the European Parliament in 1998 and 2001, our cooperation in the production of the UNESCO-Book "Knowledge for Sustainable Development" 2002 (of the Encyclopedia of Life Support Systems). After years of intensive preparations by about 100 section chairs and the co-coordinators Prof. DI Jeff Bernard (Vienna), Univ. Prof. Dr. Anil Bhatti (New Delhi), Univ.Prof. Dr. Gerhard Fröhlich (Linz), Univ. Prof. Dr. David Simo (Yaounde), the translators Univ. Prof. Dr. Donald G. Daviau (Riverside/Vienna), Univ. Prof. Dr. Gertrude Durusoy (Izmir) and the Scientific Director Dr. Herbert Arlt, the conference has now become a reality.

The conference, which was conceived as an open platform, was preceded by a preparation during which we were able to use the internet as a unique communication structure, and during which the section chairs played a decisive role. Open platform means the attempt to realise what Anil Bhatti in 2001 called communicative tolerance, the attempt of a truly multicultural polylogue. I thank you all that have been prepared to come from afar to take part in this important conference, and I hope that you will return home at the end of the conference with new ideas and productive new contacts.

The key element of this conference is communication, and therefore I want to open this conference with some reflections on one of the central elements of communication. What we have in common as human beings, and what unifies all cultures is the fact that we can speak. Admittedly we are separated by the fact that all cultures speak different languages, but we can learn the language of others. Linguistics teaches us that each language contains in itself a unique form of thinking, and that languages cannot easily translated, but despite Whorf: I can learn a language which thinks quite differently from my own language. If that were not so, Whorf would not have been able to show that another language contains another system of thought, because in that case he would not been able to understand the other language and manner of thought.
Yet, even if we speak one of the world languages - English, French, Spanish, Russian, Chinese, Arabic or German - as lingua franca, in order to communicate across language differences, because nobody can learn all the thousand languages of the world, we often still think within our own language, and what we say sounds strange, even incomprehensible, to our partner. A congress like this one confronts us with a great variety of language and thought systems, even if we communicate in a common language, which we all understand.
We, all of us, do not speak the same language, especially, when we speak the ,same' language. This is even more so, if we communicate in this age of globalisation in one of the ,world languages' as our common lingua franca. The local dialects of English are often hardly mutually comprehensible, not only because of their differing phonology, but especially because of their semantics, which uses the ,same' words in an ever culturally different way. What seems to be ,familiar' at first sight, suddenly turns out to be ,foreign'.
The problem of translation is not in the first instance a technical or terminological problem, nor a linguistic problem of concepts. It is a political question, a question which is decided by power relationships, where one side has the ability to determine its meaning, and the other side is forced to adapt to it. The question of what is ,good' English is decided in London and New York, and ,correct' French is determined in Paris, and if you live in New Dehli or Cape Town or Yaounde, you are enjoined to stick to this ,correctness', if you want to be ,understood'. Global languages can and do, of course, borrow ideas and expressions from the periphery, provided they can be fitted into the dominant frame of concepts. In order to understand myths, lineages of descent, codes of aggression and selfdefence, the theoretician starts off from a conceptual frame of reference, to which he subordinates everything, even the borrowed terminology. But what else could he do, since his means of understanding are constitutive for his understanding of the foreign.
Translation is, in the first instance, an exercise in modesty. While science wants to have certainties, translation is an art. It is not concerned with meanings per se, but with the possibility of transporting meanings from one language to another - via the public transport system of metaphors. Where we don't succeed, where our translation does not "make sense", the consequence may be aggression or war. "Misunderstandings" do not just happen - they are often produced deliberately in order to legitimise intercultural and interreligious conflicts. Penka Angelova has studied such dangerous constructions of history. The European Parliament is fully aware that such "misunderstandings" could have tragic and worldwide consequences. An intercultural dialogue is not a panacea, if one wants to avoid conflicts, but culture is an important factor in conflict resolution.
We are today caught in a tension which Simo has described as a tension between locality and globality, whether we live in the self-appointed centre or on the fringes of the world, in the arctic or in the karroo, whether we are citizens of the United States or Slowenians or bushmen in Botswana.
The question is: whether we want to talk to each other in this situation where we have to talk to each other - whether we want to understand the other, or whether it is more comfortable to see the other as ,alien' and ,incomprehensible'. We need to discuss, whether hermeneutics is a sufficient method, or whether we need a new non-hermeneutics, as Anil Bhatti has suggested.
Cultural goods, too, are subject to an economy, but this economy has its own logic. If we speak about a sort of "cultural capital" nevertheless, which automatically yields a return of "distinction", since it is unequally distributed, we need to remember that we are speaking metaphorically. There are obvious analogies: in both cases the model of a pure and complete competitiveness is entirely irreal. The market for symbolic goods has its own monopolies and power structures.
However, the structure of symbolic power relations is not identical nor dependent in a linear way on the structure of the political or economical power relations. Colonial and post-colonial powers know this only too well: the horror vision of an "axis of evil" is a threatening image, the call "The barbarians are coming" echoes constantly. Therefore one needs to understand the "wild thinking" of the "natives", but one finds that one does not understand this thinking.
In order to understand that "wild thinking" one needs the power of the ethnologist, the cultural scientist of the "alien", who present themselves as impartial observers on the basis of the virtues of scientific "distance" or "objectivity" - a distance which seduces them to understand every reality and every practice, including their own, as a spectacle. Admittedly ethnologist find themselves in the situation of a traveller, who attempts to explore a country on the basis of a map, who has therefore to add all those things which he is missing for his orientation by means of a model of all possible paths by rational thought, because he lacks the practical familiarity with the landscape which the "native" has. The special relationship of the ethnologist to his subject includes the possibility of a theoretical distortion to that extent as his position as decypherer and interpreter lets him tend towards a hermeneutic representation of social forms of practice and thus to the reduction of all social relationships to communications and all interactions to symbolic exchanges.
Depending on whether they turn to the mother tongue or foreign languages linguistic researches follow different paths, and moreover have a tendency towards intellectualism, that is, to look at language from the point of view of the listener instead of the speaking subject, to see language as a decoding instrument rather than an instrument of action and expressiveness. As long as the ethnologist disregards the limitations which are inherent in this perspective on this subject matter, the ethnologist will at best grasp a "role", i.e. a pre-given program of discourses and actions.
Language as an instrument of action, however, functions either on the level of strategies (e.g. an epistemology which determines a priori what we can talk about in which manner) or on the level of tactics, which attempts to undercut such "pre-judgements". The one who is stronger can afford to use strategies, the great plan, which attempts to deal with the greater pictures; the weaker one, as Clausewitz has noted long ago, uses tactics. The greater the power one has, the less can one afford to use one's means in the service of deception, because it is dangerous to use great forces in a sham fight. Power needs visibility.
Just as wit and jokes on the other hand (also attributed to the weaker one) are conjuring tricks in the sphere of ideas, tactics is a trick in the sphere of actions. What they have in common is the effect of surprise. The art of the trick is its ability to make use of the opportunity. Freud has shown with regard to the joke that it is a tactic to create relationships between differing elements in a daring manner, and that it leads to an lightning recognition of new connections between ideas. The one who is attacked in this tactical manner, can only defend himself by dismissing the joke as "indecent", the tactics of argumentation as "unscientific" or "illogical".
As cultural scientist we are the weaker ones, at a time when everyone turns to the more lucrative sciences, which are paid for by the political and economic powers. That is precisely the reason why we must attempt to think, what has not yet been thought, as a possibility to deal with our differences. At the end of the conference this should lead to a memorandum on transnational processes and cultural studies, an attempt to influence the cultural politics of Europe and of UNESCO by means of such ideas not yet thought, an attempt to create a European and worldwide space of research in the humanities. Culture could become one of the most decisive factors of the 21st century. The precondition for that is that we do not only tolerate diversity, but use them as the basis for social creativity. In future, a cultural science will be indispensible which, on the basis of new methodologies and with new structures of cooperation, accompanies current processes. The social importance of culture will, however, also depend crucially on the role of the arts in society. It is from art that I expect an essential impetus for the formation of a humane civil society.
Finally let me thank all those who have made this conference possible, and here I would like to single out all the section leaders, the speakers, the artists and the co-promotors and sponsors. They show that the unifying force of culture is a reality.

Un point commun des cultures: la langue

Au nom de l'Institut de recherche de littérature et civilisation autrichiennes et internationales je suis heureux de vous accueillir à Vienne. Avec cette conférence internationale, notre Institut continue de jouer le rôle important qu'il a dans les processus transnationaux. Je signale la Résolution que nous avions remise en 1996 à la commissaire de l'UE de l'époque, Mme Edith Cresson; notre présence au comité de la culture du PE en 1998 et 2001; notre coopération pour le livre de l'UNESCO "Knowledge for sustainable Development" en 2002 (partie de l'Encyclopedia of Life Support Systems). Suite à des années de préparatifs avec les responsables de section et les co- coordinateurs Prof. Dr. Jeff Bernard (Vienne), Prof.Dr. Anil Bhatti (New Delhi), Prof. Dr. Gerhard Fröhlich (Linz), Prof. Dr. David Simo (Yaoundé), les traducteurs Prof. Dr. Donald G. Daviau (Riverside/Vienne), Prof. Dr. Gertrude Durusoy (Izmir) et le directeur scientifique Dr. Herbert Arlt, le grand moment est arrivé.

Avant cette conférence, conçue comme une plateforme ouverte, nous avons pu utiliser une structure de communication unique par internet où les responsables de section ont joué un rôle décisif. Une plateforme ouverte, c'est l'effort de réaliser ce qu'Anil Bhatti a appelé en 2001 la tolérance communicatrice, l'effort en vue d'un véritable polylogue multiculturel. Je vous remercie tous de n'avoir pas hésité à faire parfois un bien long voyage pour assister à cette conférence importante et j'espère que vous rentrerez chez vous ensuite avec de nouvelles idées et des contacts fructueux.

L'élément-clé de cette conférence étant la communication, je voudrais l'inaugurer par quelques réflexions sur un élément central de la communication. Ce que tous les hommes ont en commun, ce qui unit les cultures c'est le langage. Bien que le fait que toutes les cultures utilisent des langues différentes nous sépare, nous pouvons néanmoins apprendre la langue des autres. La linguistique nous montre que chaque langue est constituée d'une manière de penser propre et que les langues ne peuvent pas être traduites si facilement mais en dépit de Whorf, je suis capable d'apprendre une langue qui a une autre forme de pensée que la mienne. S'il n'en était pas ainsi, Whorf n'aurait pas pu démontrer que l'autre langue avait un autre système de pensée puisque, en principe, il n'aurait pas pu la comprendre.
Même lorsque nous utilisons l'une des grandes langues mondiales - anglais, français, espagnol, russe, chinois, arabe - ou encore l'allemand, comme lingua franca pour nous comprendre au-delà des différences linguistiques, car personne ne peut apprendre les milliers de langues, bien souvent il nous arrive de penser dans notre propre langue et ce que nous disons peut paraître curieux, étrange, même incompréhensible à notre interlocuteur. Un congrès comme celui-ci est pour nous une confrontation avec des systèmes de pensée et de langage très divers même si, apparemment, nous parlons une langue commune que nous comprenons tous.
Nous ne parlons pas tous la même langue surtout lorsque nous utilisons la "même" langue. Ceci est encore plus évident lorsque, dans le cadre de la mondialisation, nous parlons l'une des langues mondiales en tant que lingua franca. Les dialects locaux de l'anglais p.ex. sont parfois incompréhensibles entre eux et ce, pas uniquement à cause de la phonologie qui diffère mais surtout à cause de la sémantique qui utilise les "mêmes" mots pour des contenus culturels différents. Ce qui à prime abord paraît être "sien" finit par donner l'impression d'être "étranger".
Le problème de la traduction, du trans-fert, n'est pas primordialement un problème de technique, de terminologie, ni de notions et encore moins de linguistique. Il s'agit d'une question politique, c.à.d. une question qui dépend des rapports de force où, pour une partie, il y a la capacité de s'imposer et pour l'autre, l'obligation de s'adapter. Ce qui est du bon anglais se décide à Londres ou à New- York, le bon français à Paris et, si l'on habite New Delhi ou Cape Town ou Yaoundé, on est tenu à se conformer à ce standard si l'on veut être compris. Les langues mondiales peuvent, au besoin, emprunter des idées ou des expressions à la périphérie mais il faut qu'elles s'ajustent à leur propre champ d'idées. Pour comprendre les mythes, les liens de parenté, les codes de l'aggression ou de l'auto- défense, le théoricien élabore d'abord un point de contact conceptuel auquel il subordonne tout, même la terminologie empruntée mais, à la réflexion, pourrait-il faire autrement puisque ses moyens de compréhension sont déjà constitutifs à cet effet.
La traduction est au premier plan un exercice de modestie. Alors que la science recherche les certitudes, la traduction est un art. Pour elle, les significations ne sont pas un but en soi mais des possibilités de transporter des significations d'une langue dans une autre - par les transports publics des métaphores. Quand nous ne réussissons pas, quand notre traduction "n'a pas de sens" alors l'agression et la guerre sont possibles. Les "malentendus" n'ont pas lieu comme cela - très souvent ils sont produits consciemment pour justifier des conflits interculturels et interreligieux. Penka Angelova p.ex. a travaillé sur ce genre de constructions historiques. Le Parlement Européen a parfaitement conscience que de tels malentendus puissent avoir des conséquences tragiques parfois à échelle mondiale. Le dialogue interculturel n'est pas un remède à tout lorsqu'on veut éviter les conflits mais la culture n'en est pas moins un facteur essentiel.
De nos jours, nous nous trouvons dans une tension que Simo a cernée en tant que localité et globalité, que nous vivions dans le centre que nous-mêmes avons nommé ou à l'autre bout du monde, dans l'Arctique ou le Karoo, que nous soyons citoyens des Etats-Unis ou Slovènes ou hommes des bois du Botswana.
La question est de savoir si, dans cette situation où nous devons nous parler, nous voulons vraiment nous parler - nous comprendre ou si c'est plus commode de considérer les autres comme "étrangers" et "incompréhensibles". Il faut donc discuter pour savoir si l'herméneutique est une méthode suffisante dans ce cas ou si une non-herméneutique n'était pas la clé, comme le pensait Anil Bhatti.
Même les biens culturels sont soumis à une économie qui dispose de sa propre logique. Si, cependant, nous parlons d'une sorte de capital culturel qui, inégalement réparti, rapporte automatiquement des revenus de distinction, il faut que nous gardions à l'esprit qu'il s'agit là d'un langage métaphorique. Les analogies ne manquent pas: le modèle d'une concurrence pure et complète est comme partout irréel; en effet, même le marché des biens symboliques dispose de ses monopoles et ses structures de domination.
Pourtant on ne peut pas mettre sur un même plan ou concevoir en dépendance linéaire la structure des rapports de forces symboliques et celle des rapports de force politiques ou économiques. Au fond, la puissance coloniale et post-coloniale le sait très bien: elle a toujours sous les yeux les "états-escrocs", continuellement on entend crier "Les Barbares arrivent". Et continuellement, on essaie de comprendre la "pensée sauvage" de "l'autochtone" tout en sachant qu'on ne la comprendra pas.
C'est justement pour "comprendre" cette "pensée sauvage" que le pouvoir a besoin des ethnologues, ces scientifiques de la culture de "l'étranger" qui se considèrent comme des observateurs impartiaux sous prétexte de la distance scientifique, une distance qui a tendance à concevoir toute réalité et pratique, les siennes y comprises, comme une pièce. Toutefois, les ethnologues se trouvent dans la situation d'un voyageur qui cherche à explorer un pays à l'aide d'une carte et qui, parce qu'il n'a pas l'habitude pratique que seul l'indigène possède, ajoute en réfléchissant ce qui lui manque pour son orientation à l'aide d'un modèle de toutes les routes possibles.
La relation particulière que l'ethnologue entretient avec son objet permet, dans une certaine mesure, une déformation tout comme sa position de déchiffreur et d'interprète le fait tendre vers une représentation herméneutique des formes de pratiques sociales ce qui a pour conséquence de réduire toutes les relations sociales à celles de la communication et toutes les interactions à des relations symboliques d'échanges.
A l'exemple des recherches linguistiques on s'est avisé que, selon qu'elles se penchaient sur la langue maternelle ou sur les langues étrangères, elles prenaient des voies différentes, et deplus, on a souligné la tendance à l'intellectualisme qui implique le fait de vouloir comprendre la langue du point de vue du sujet qui écoute plutôt que de celui du sujet qui parle, c.à.d. en tant qu'instrument pour décoder au lieu de "moyen d'action et d'expression". Tant qu'il ignore les contraintes inhérentes à sa perspective de l'objet l'ethnologue se condamne, au mieux, à saisir un "rôle", c.à.d. un programme prédéterminé composé de discours et d'actes.
La langue en tant que moyen d'action fonctionne soit au niveau des stratégies (p.ex. d'une épistémologie qui fixe d'avance sur quoi on peut parler et comment) soit au niveau de la tactique qui essaie de se glisser dans tous ces "pré-jugés". Là où le plus fort emploie la stratégie, le grand plan qui englobe tout, le plus faible utilise la tactique, comme l'a déjà remarqué Clausewitz. Plus une puissance est grande, moins elle peut se permettre de mettre certains de ses moyens au service de l'illusion; en effet, il est dangereux de déployer de grandes forces uniquement pour les apparences. De même que le bon-mot (attribué aux plus faibles) est un tour de prestidigitateur par rapport aux idées, de même la tactique est un tour de passe-passe par rapport aux actes. Les deux ont en commun l'effet de surprise. L'art du tour de passe-passe réside dans la capacité de saisir l'occasion. Freud à montré à l'exemple des mots d'esprit qu'il s'agissait d'une tactique apte à mettre en rapport des éléments divers d'une manière audacieuse et que cela entraînait une connaissance rapide comme l'éclair de nouveaux rapports. Celui qui est attaqué ainsi (par la tactique) ne peut se défendre qu'en déclarant le mot d'esprit comme étant "inconvenant" et la tactique de l'argumentation comme "dépourvue de science" ou encore "illogique".
En tant que représentants des sciences culturelles, nous sommes les plus faibles quand tout le monde se rue vers les sciences lucratives qui sont honorées par le pouvoir politique et économique. C'est justement la raison pour laquelle nous devons essayer de penser que ce qui n'est pas encore conçu est une possibilité d'un comportement nouveau les uns avec les autres. Cela devrait faire partie, à la fin de cette conférence, d'un mémorandum sur les processus internationaux et les recherches en sciences de la culture, un essai pour influer sur la politique culturelle de l'Europe et de l'UNESCO grâce à des idées non encore pensées, un effort pour créer un espace de recherche européen et mondial. La culture pourrait devenir l'un des facteurs décisifs du XXIe siècle. La condition préalable est non seulement de tolérer la diversité mais de l'utiliser comme base des formes sociales. Une science culturelle, basée sur de nouvelles méthodologies et accompagnant par de nouvelles structures de communication les processus d'aujourd'hui sera indispensable à l'avenir. Dans le cadre de la signification sociale de la culture il est capital de voir quel rôle pourra jouer l'art. Ce dernier, en particulier, montrera à quel point il contribue à la formation d'une société civile humaine.
En conclusion, permettez-moi de remercier tous ceux et celles qui ont rendu cette conférence internationale possible en soulignant les responsables de section, les orateurs, les artistes de même que nos co- organisateurs et nos sponsors: ils prouvent que les points communs des cultures sont une réalité.

Stadtpolitik und transnationale Kulturprozesse

Sehr geehrte Damen und Herren!


Ich begrüße sie im Namen des Bürgermeisters der Stadt Wien, der heute leider nicht hier sein kann, und in meinem eigenen Namen als verantwortlicher Politiker für Kultur und Wissenschaft in Wien. Es ist mir vor allem eine besondere Freude, dass viele von Ihnen, sei es als Referenten oder als Teilnehmer, einen weiten Weg zurückgelegt haben und nun hier in Wien für einige Tage zu Gast sind. Nochmals ein herzliches Willkommen. Ich hoffe, sie fühlen sich auch abseits der Tagung in unserer Stadt wohl und machen von dem reichhaltigen kulturellen und gastronomischen Angebot Gebrauch.

Mein Vorredner, Präsident Peter Horn, hat soeben von der Sprache als gemeinsames Element der Kulturen gesprochen. Seinen Ausführungen ist voll und ganz zuzustimmen. Als ich mich vor einigen Tagen auf diese Konferenz vorbereitete und ich über das Thema ihrer Konferenz nachdachte, blieb ich bei meiner Zeitungslektüre bei genau diesem Thema, dem Thema der Sprache, hängen.

Die deutsche Wochenzeitung "Die Zeit" konfrontierte in einer ihrer letzten Ausgaben den Präsidenten des russischen PEN, den Schriftsteller Andrej Bitow, mit folgender Aussage: "Es gibt eine merkwürdige Landeskunde, nach der ist Frankreich für den Kopf, Deutschland für das Herz und Russland für die Seele zuständig." Und Andrej Bitows Antwort darauf lautete so: "Mir ist die Sprachkunde lieber: Englisch ist das Verb, Deutsch ist das Subjekt, und russisch ist das Adjektiv."

Sehr geehrte Damen und Herren,


wenn hier im positiven Sinn von einem sprachlichen Babylon die Rede ist, nämlich, dass es eine unmittelbare Verbindung zwischen Sprache und Kultur, zwischen Sprache und Kulturen gibt, ist es nicht weit zum Begriff der Stadt. Kommunikation findet nämlich dort statt, wo sich Menschen begegnen. Und das ist in allen Kulturen der urbane Raum, die Stadt, sei es nun die Millionenstadt oder sei es die Provinzstadt.

Stadt an sich ist ein widersprüchliches Gefüge. Städte sind naturgemäß Umschlagplätze des Austausches von Waren und Ideen aller Art. In Städten bietet sich in verdichteter Form die Möglichkeit, Ideen zu generieren, miteinander in Konkurrenz zu treten. Und letztlich ist es der urbane Raum, in dem das Publikum für das Neue oder Experimentelle gewonnen wird.

Wie existentiell die Kultur in diesem Zusammenhang ist, deutet uns der große französische Historiker Jacques le Goff, der meinte: "Europa wird entweder kulturell bestehen oder gar nicht". Ich stimme diesem Satz voll und ganz zu und füge hinzu, dass dies durchaus auch globale Gültigkeit hat.
Gleichzeitig leben wir im Zeitalter des Internet und einer mediatisierten Welt. Einer beschleunigten Welt, in der ein Wettbewerb um die Aufmerksamkeit der Menschen vorherrscht. Gerade für den urbanen Raum gelten spezielle Parameter, die die Geschichte Europas schon seit der Antike prägen: Stadt ist ein kulturelles Soziotop, spätestens seit der humanistischen Welt der Renaissance gelten Städte als Treffpunkte der Welt und somit als Knotenpunkte für den Austausch von Wissen, Erfahrung, Bildung und Kunst.
Aus diesem Blickwinkel betrachtet kann man sagen, dass Städte Seismographen für zeitgenössische Entwicklungen sind. Sie bieten uns Teststrecken für die Erprobung neuer zukunftsweisender Entwürfe. Städte funktionieren jedoch nicht abgehoben und isoliert von ihrer Umwelt. Mit dem Zuzug vom Land, aber auch aus anderen Ländern, sind die europäischen Metropolen groß geworden. Der kulturelle Reichtum, das geistige Potential einer Stadt wird wesentlich durch jene geprägt, die magnetisch von ihr angezogen werden und schließlich bleiben. Die Stadt ist der Humus für den Geist und den Intellekt.
Und umgekehrt machen die Menschen die Stadt aus. Wien als Welthauptstadt der Musik wäre undenkbar ohne jene, die sich in ihr niederließen - denken wir nur an die Komponisten Wolfgang Amadeus Mozart, Ludwig van Beethoven und Gustav Mahler. Aber auch für die jüngere Geschichte trifft dies zu, ein guter Teil der Identität Wiens wird heute durch ein lebendiges Musikschaffen gespeist.
Noch bis in die Mitte des zwanzigsten Jahrhunderts hat das Land, die Landwirtschaft die Welt geprägt. Heute lebt in Europa bereits ein überwiegender Teil der Bevölkerung in der Stadt, weltweit leben nach Schätzung der UNO mehr als 50% in mehr oder weniger urbanen Konglomeraten. Und selbst auf dem Land hat die Stadt bereits Einzug gehalten. Beispiele dafür sind die urbane Architektur in den Alpen, die veränderten Essgewohnheiten oder der Einzug des Internet in viele Bauernstuben.

Sehr geehrte Damen und Herren,

was sagt uns der Begriff Stadt vor dem Hintergrund ihrer Tagung zum "Verbindenden der Kulturen"? Die Stadt war in den letzten Jahrhunderten Zentrum, in dem sich Geist und Intellekt, aber auch soziales Elend und Verarmungsprozesse vereinten. Wien war ein solches Zentrum, das wie andere Metropolen den Reichtum, aber auch die soziale Polarisierung kannte: "Voll Hunger und voll Brot ist diese Erde" wie der österreichische Schriftsteller Jura Soyfer in den dreißiger Jahren in Wien schrieb.

Das Verbindende der Kulturen, das was den Mensch zum Menschen macht, steht im Zentrum ihrer Tagung. Einer Tagung, der Wien mit besonderer Freude ihre Pforten öffnet und die gut einhergeht mit dem grundsätzlichen Bekenntnis der Stadt Wien zu Offenheit und Dialog. Wir sind getragen von der verantwortungsvollen Idee, dass es nicht genügen darf, wenn einem der Andere bloß indifferent ist, einen nicht einschränkt.

Toleranz als Grundvoraussetzung für das Verbindende der Kulturen und für eine friedliche Koexistenz bedeutet nicht bloß Gleichgültigkeit und laissez-faire, im schlechtesten Fall laissez-vivre, sondern Kenntnis der Identität sowie Auseinandersetzung mit der Position des Anderen.
Toleranz in unserer heutigen Gesellschaft darf eben nicht bloß Duldung im ursprünglichen Sinne des lateinischen Wortes "tolerare", also "erleiden" bedeuten. Dulden bedeutet bereits eine Form der Diskriminierung. Vielleicht gerade weil wir hier in Wien so unheilvolle Erfahrungen mit Diskriminierung und Vertreibung machen mussten ist, Wien heute eben anders.
Die Wiener und Wienerinnen haben mit der Politik der Ausgrenzung, vor allem auch der rassistischen Ausgrenzung, dramatische Erfahrungen gemacht. In der Zeit der nationalsozialistischen Herrschaft wurde der schlimmste Albtraum wahr. Krieg, Diktatur und Verfolgung führten direkt zur Zerstörung der Stadt und zu individuellem Leid, das heute kaum mehr vorstellbar ist.
Nach der Befreiung im Jahr 1945 versuchte die Stadt Wien aus den Folgen einer derartigen Politik zu lernen. Heute steht Wien für ein Klima der Weltoffenheit, des friedlichen Miteinanders und einer Toleranz in Denken und Handeln. Wien nahm und nimmt Strömungen auf, die Zuwanderer über die Jahrzehnte und Jahrhunderte nach Wien gebracht haben und bringen.
Man muss nicht gleich derselben Meinung sein, aber es gilt immer noch die aufklärerische Maxime von Voltaire, der sagte: "Ich bin zwar nicht ihrer Meinung, aber ich werde alles tun, dass sie sie aussprechen können."

Sehr geehrte Damen und Herren, ich wünsche Ihnen interessante und anregende Vorträge und Diskussionen in den nächsten Tagen. Ich begrüße abschließend die Idee, eine nächste Konferenz im Dezember 2005 wieder in Wien stattfinden zu lassen.

City Policy and Transnational Cultural Processes

Esteemed Ladies and Gentlemen!


I welcome you in the name of the mayor of the city of Vienna, who unfortunately cannot be here today, and in my own name as the politician responsible for culture and science in Vienna. Above all, I am especially pleased that many of you, whether as speakers or as participants, have traveled a long distance and are now guests here in Vienna for several days. Once again a warm welcome to you all. I hope that apart from the conference you will also feel comfortable in our city and make use of the abundant cultural and gastronomical offerings.

The speaker who preceded me, President Peter Horn, has just spoken about language as a common element of cultures. One can only agree totally with his remarks. When I was preparing for this conference a few days ago and was reflecting on the theme of the conference, I was brought to a stop while I was reading the newspaper by this very theme, the theme of language.

The German weekly "Die Zeit" in one of its recent editions confronted the President of the Russian PEN Club, the writer Andrej Bitow, with the following comment: "There is a remarkable geography, according to which France represents the head, Germany the heart and Russia the soul." To this Andrej Bitow replied: "I prefer linguistics: English is the verb, German is the subject and Russian is the adjective."

Esteemed Ladies and Gentlemen,

When one speaks here in a positive sense about a linguistic Babylon, namely, that there is a direct connection between language and culture, we are not far away from the concept of the city. Communication, you see, takes place where people encounter each other. And in all cultures that is urban space, the city, be it a city of millions or a provincial city.

The city in itself is a contradictory structure. Cities by their very nature are trans-shipment centers for the exchange of goods and ideas of all kinds. Cities offer in compressed form the possibility of generating ideas, of entering into competition with one another. And finally it is the urban space, in which the public is won over to the new or the experimental.

How existential culture is in this connection the great French historian Jacques le Goff clarifies for us, when he said: "Europe will either exist culturally or not at all." I agree wholeheartedly with this statement and add that it is absolutely valid in global terms.
At the same time we live in an age of the Internet and in a world dominated by the media. We live in an accelerated world, in which there is competition for the public's attention. Particularly for the urban space there are special parameters, which have been shaping the history of Europe ever since the time of classical antiquity. The city is a special cultural environment. At the latest since the humanistic world of the Renaissance cities have been regarded as the meeting places of the world and thus as centers for the exchange of knowledge, experience, education and art.
Viewed in this perspective, one can say that cities are seismographs for contemporary developments. They serve us as proving grounds for the testing of new ideas for future directions or courses. However, cities do not function apart and isolated from their environment. With the influx of people from the provinces and also from other countries the European metropolises have grown large. The cultural richness, the intellectual potential of a city is shaped essentially by those who are attracted to it as by a magnet and who ultimately remain there. The city is the humus for the spirit and the intellect.
And conversely the people make up the city. Vienna as a world capital of music would be unthinkable without those who settled here, just think of the composers Wolfgang Amadeus Mozart, Ludwig van Beethoven and Gustav Mahler. But this also applies to more recent history, a good part of Vienna's identity today derives from the active creativity in music.
Up to the middle of the 20th century the country, farming, shaped the world. Today in Europe an overwhelming majority of the population lives in the city. Worldwide, according to the estimate of UNO, more than 50% of the people live in more or less urban conglomerations. And the city has already made inroads into the provinces. Examples of this trend are the urban architecture in the Alps, the changed eating habits or the entry of the Internet into many farmhouses.

Esteemed Ladies and Gentlemen,

What does the concept city say to us in terms of your conference on "The Unifying Aspects of Cultures." In the last centuries the city was a center, in which spirit and intellect, but also social misery and impoverishment were united. Such a center was Vienna, which, like other metropolises, knew richness, but also social polarization: "Full of hunger and full of bread is this earth" - as the Austrian author Jura Soyfer wrote in the 1930s in Vienna.

The Unifying Aspects of Cultures, that which makes the person into a human being, stands at the center of your conference. A conference, to which Vienna opens its doors with special pleasure and which accords well with the fundamental commitment of the city of Vienna to openness and dialogue. We are sustained by the responsible idea that it must not suffice, if a person is simply indifferent to the other or does not restrict the other.

Tolerance - as a basic premise for the unifying aspects of cultures and for a peaceful coexistence - does not mean simply indifference and laissez-faire, in the worst case laissez-vivre. Rather it means knowing one's own identity as well as coming to terms with the position of the other.
Tolerance in our contemporary society must not simply mean to tolerate, "to suffer," in the original sense of the Latin word "tolerare." To tolerate is by its very nature a form of discrimination. Perhaps precisely because we here in Vienna had to go through such disastrous experiences with discrimination and expulsion, Vienna is simply different today.
The Viennese have had dramatic experiences with the policy of exclusion, above all with exclusion based on race. During the period of national-socialist rule the worst nightmare came true. War, dictatorship and persecution led directly to the destruction of the city and to individual suffering, which is scarcely still imaginable today.
After its liberation in 1945 the city of Vienna tried to learn from the consequences of that kind of policy. Today Vienna stands for a climate of openness to the world, of peaceful coexistence, of tolerance in thinking and acting. Vienna has adopted and still adopts trends, which immigrants over the decades and centuries have brought and continue to bring to Vienna.
One must not be exactly of the same opinion, but the enlightened maxim of Voltaire is still valid: "I am to be sure not of your opinion, but I will do my utmost so that you can express it."

Esteemed Ladies and Gentlemen, I wish you interesting and stimulating presentations and discussions over the coming days. In conclusion, let me say that I welcome the idea of having another conference in Vienna in December 2005.

J'ai l'honneur de vous saluer au nom du maire de Vienne qui, malheureusement, ne peut se trouver parmi nous aujourd'hui et en mon propre nom en tant que politicien responsable de la culture et de la science à Vienne. C'est une grande joie de voir que beaucoup d'entre vous, intervenants et participants, avez fait une longue route pour venir quelques jours dans notre ville de Vienne. Soyez les bienvenus. J'espère que le congrès vous permettra de vous sentir à l'aise chez nous et de profiter du vaste programme culturel et de la gastronomie de notre ville.

Monsieur Peter Horn, président de l'INST, qui vient de s'adresser à vous a souligné que la langue était l'élément commun des cultures. On ne peut que lui donner raison. Il y a quelques jours, en me préparant à cette conférence et en réfléchissant sur son sujet, je me suis penché sur le sujet de la langue en lisant les journaux.

L'hebdomadaire allemand "Die Zeit" confrontait dans une de ses éditions l'écrivain Andreï Bitov, président du PEN russe, avec l'affirmation suivante: "Il existe une science curieuse des pays selon laquelle la France est compétente pour la tête, l'Allemagne pour le coeur et la Russie pour l'âme". Et Andreï Bitov de répliquer: "Moi, je préfère la science du langage: l'anglais, c'est le verbe, l'allemand le sujet et le russe l'adjectif."

Mesdames et Messieurs,

Si l'on parle ici dans un sens positif d'une Babylone linguistique, à savoir qu'il y a un lien direct entre langue et culture, entre la langue et les cultures, alors on n'est pas loin de la notion de ville. En effet, la communication n'a lieu que là où les gens se rencontrent. Et dans toutes les cultures c'est l'espace urbain, la ville, qu'elle soit habitée par des millions ou qu'il s'agisse d'une ville de province.

La ville est, en fait, une structure paradoxale. Les villes sont, par nature, des lieux d'échanges de toutes sortes de marchandises et d'idées. Dans les villes, l'occasion est donnée, sous une forme plus intense, de faire naître des idées, de se faire concurrence. Et, enfin, c'est l'espace urbain où l'on trouve le public pour les nouveautés ou les expériences.

Le grand historien français Jacques Le Goff nous indique à quel point la culture est essentielle dans ce contexte lorsqu'il dit: "L'Europe va subsister culturellement ou pas du tout." Je suis tout à fait d'accord avec cette phrase et j'ajouterai même qu'elle est valable sur le plan global.
Nous vivons, en même temps dans l'époque de l'internet et celle d'un monde médiatisé. Un monde accéléré où règne la concurrence pour attirer l'attention des gens. Il existe précisément pour l'espace urbain des paramètres spéciaux qui ont donné forme à l'histoire européenne depuis l'Antiquité: la ville est un sociotrope; depuis l'univers humaniste de la Renaissance, au plus tard, les villes sont les points de rencontre du monde et, de ce fait, les noyaux pour les échanges du savoir, de l'expérience, de l'éducation et de l'art.
Considérées sous cet angle, on peut dire que les villes sont les séismographes des développements contemporains. Elles nous offrent des zones- test pour essayer des projets dirigés vers l'avenir. Mais les villes n'en fonctionnent pas pour autant détachées ou isolées de leur environnement. Avec la migration des campagnes mais aussi venant d'autres pays, les villes européennes sont devenues de grandes métropoles. La richesse culturelle, le potentiel intellectuel d'une ville portent l'empreinte de ceux qui y furent attirés comme par un aimant et qui y sont restés. La ville est l'humus de l'esprit et de l'intellect.
Et, à l'inverse, ce sont les hommes qui constituent une ville. Vienne, en tant que capitale de la musique, serait impensable sans ceux qui s'y sont établis, nommons ici les compositeurs Wolfgang Amadeus Mozart, Ludwig van Beethoven et Gustav Mahler. Mais ceci est tout aussi vrai pour l'histoire récente car une grande part de l'identité viennoise est nourrie de nos jours grâce à une production musicale vivante.
Encore jusqu'à la moitié du XXe siècle, les zones rurales et l'agriculture ont donné son visage au monde. Aujourd'hui, en Europe, une majorité de la population vit dans les villes. Selon une estimation de l'ONU, un peu plus de 50% de la population mondiale vit dans des conglomérats plus ou moins urbains. Mais la ville est désormais présente dans les villages. Pour ne citer qu'une paire d'exemples, pensons à l'architecture urbaine dans les Alpes, les transformations des habitudes alimentaires ou encore l'arrivée de l'internet dans beaucoup de salles de séjour des fermes.


Mesdames et Messieurs,

Que signifie la notion de ville dans le contexte de votre Conférence "Les points communs des cultures"? Dans les derniers siècles, la ville fut le lieu où se rencontrèrent l'esprit et l'intellect mais aussi la misère sociale et les processus d'appauvrissement. Vienne était un centre de ce genre qui a connu, comme d'autres métropoles, à la fois la richesse mais aussi la polarisation sociale: "Elle est pleine de famine et de pain, notre terre" - comme l'avait écrit l'auteur autrichien Jura Soyfer dans les années 30.

Ce que les cultures ont en commun, ce qui fait qu'un homme est un homme, se trouve au centre de votre congrès auquel Vienne se fait une joie d'ouvrir ses portes et un congrès qui correspond bien à l'attitude d'ouverture et de dialogue qui est la conviction profonde de la ville de Vienne. Nous sommes pleinement conscients et responsables de ce qu'il ne suffit pas que quelqu'un soit indifférent à l'autre, ne le limite pas.

La tolérance, ce principe fondamental des points communs des cultures et de la coexistence pacifique, ne signifie pas seulement une indifférence et un laisser-faire ou au pire un laisser-vivre, mais bien plutôt la connaissance de l'identité et l'explication de la position de l'autre.
La tolérance dans notre société actuelle ne doit pas seulement signifier "supporter" dans le sens premier du mot latin "tolerare". Cette acception du mot est déjà une forme de discrimination. Peut-être, parce qu'ici à Vienne nous avons eu de si mauvaises expériences de la discrimination et de l'expulsion, notre ville est-elle différente aujourd'hui.
Les Viennois ont vécu une expérience dramatique de la politique de l'exclusion en particulier de l'exclusion raciale. Sous la domination du national-socialisme le pire cauchemar était devenu réalité. La guerre, la dictature et la persécution ont eu comme conséquences la destruction de la ville et la souffrance individuelle, à un degré aujourd'hui inimaginable.
Après la Libération, en 1945, la ville de Vienne a essayé de tirer les leçons de ces conséquences. Aujourd'hui, Vienne signifie climat d'ouverture au monde, vie en commun dans la paix et tolérance dans la pensée et dans les actes. Vienne a accueilli et accueille encore les courants qui ont amené des immigrés pendant des décennies et des siècles .
On ne doit pas forcément partager la même opinion, mais la maxime de Voltaire est valable au-delà de son siècle: "Je ne suis pas de leur avis mais je vais tout faire pour qu'ils puissent s'exprimer."

Geschichte der Idee Europas -

Die kulturelle Zukunft Europas

Was lässt uns die Frage nach der "Vielfalt", ob Europa eine "kulturelle Zukunft" hat, stellen? Die Beantwortung zu verweigern ist "Einfalt" - Dummheit - genauso wie zu meinen, dass nicht die Vielfalt das konstituierende Element Europas ist, dass nicht die Frage "kulturelle Zukunft" die Existenz Europas entscheidet.

Es gibt eine Dichotomie, ja sogar Schizophrenie des Denkens. Wir sind stolz auf die Vielfalt der Kultur und gleichzeitig müssen wir erleben, dass eine Verweigerung der Akzeptanz des "anderen", des Fremden stattfindet. Dabei ist die kulturelle Landschaft so reich: horizontal, also gleichzeitig, erleben wir eine Vielfalt von Völkern, Sprachen und Ausdrucksformen. Wir kennen die Unterschiede in unseren Tälern genauso wie die der Mode, der Literatur und der Musik. Der Reichtum umfasst aber auch das Vertikale, nämlich die Abläufe der Epochen. Was ist doch nicht alles in diesem Europa seit der Antike, der jüdisch-christlichen Welt, dem Mittelalter, der Renaissance und der Aufklärung geschehen, bis wir bei der "Postmoderne" gelandet sind. Eigentlich ist der Begriff der Postmoderne eine Verlustanzeige. Wie überhaupt vom Verlust die Rede ist, wenn wir beklagen, wirklich Modernes nicht zu kennen oder die Werte zu vermissen. Haben wir das Selbstvertrauen verloren? Fehlt uns die Kraft zum Neuen? In der Tat: Zitate beherrschen uns und offensichtlich ist an die Stelle der Kultur eine Art von Weltzivilisation getreten, die sich durch außerordentliche Gleichförmigkeit - Einfalt - auszeichnet. Was die Satelliten uns an Programmen über alle Welt schicken, ist der Eintopf aus der Konserve, ist das "global village", jenes Weltdorf, das sich zweifellos durch seinen simplen Charakter auszeichnet.

Um die Identität der Europäer mache ich mir aber überhaupt keine Sorgen, sie sind jederzeit erkennbar und unterscheidbar - meine Landsleute sind im Ausland wohl oft infolge ihres Verhaltens zu rasch zu identifizieren. Dann gibt es wieder jenen Regionalismus, der gut verstanden grenzüberschreitend sein kann, wie das etwa rund um den Bodensee oder im Verhältnis der Suisse romande zum Nachbarn oder im Ticino ebenso der Fall ist: ein gemeinsames Gefühl, das grenzüberschreitend ist. Dann aber wieder sprechen die Kritiker von der steigenden Desintegration, wobei sich das Auseinanderfallen künstlicher Nationalstaaten als die Rache falscher Lösungen erweist. Denken Sie nur an die Trennung der Tschechen von den Slowaken, an die Tragik Jugoslawiens oder an den Zerfall der Sowjetunion. Aber auch westliche Nationalstaaten sind davor nicht gefeit, denn inzwischen ist die italienische Landschaft reich an Unterschieden und differenzierten Gefühlen, Spanien kämpft mit den besonderen Wünschen der Basken und Katalanen, ja selbst Frankreich zeigt da und dort Schilder, die in der "langue d'oc" beschrieben sind. Der, die, das "andere" wird als Bedrohung empfunden, dabei ist es ein Reichtum. Denken wir an primitive Dinge des Lebens wie die unterschiedliche Küche in Europa und die Faszination der Kultur oder auch an die Ausformungen des Glaubens. Wir tun uns mit dem Fremden schwer, dabei war das Wort für den Fremden in der Antike gleich mit dem des Gastfreundes - jemand der den Schutz genießt und gleichzeitig ein Objekt der Neugierde war.
Diese Unsicherheit ist durch ein Ereignis entstanden, mit dem wir bis heute nicht fertiggeworden sind. Die Veränderungen in Europa seit 1989/90 haben uns in Verlegenheit gebracht. Der kommunistische Internationalismus ist zerfallen, der Traum aus der Gleichheit der Menschen ein Paradies auf Erden etablieren zu können, hat sich als fataler Irrtum erwiesen. Der Kontinent erlebt wirklich "passages européens". Wie in einem Film zieht die neue/alte Vielfalt vorüber. Wir entdecken wieder die slawische Welt, die Prägung einer geistigen Landschaft durch die Orthodoxie, das alte Byzanz und das neue Moskau als Zentrum. Schmerzlich werden durch politische Konflikte und Kriege die Probleme von Nation und Staat deutlich, wie sie bereits das ausgehende 19. und das 20. Jahrhundert beherrscht haben und schließlich zu Weltkriegen führten. Wir stehen auch vor der Verlegenheit, dass wir nach langer Zeit in der Lage sind, ein Kontinent zu sein. Was ist aber die "finalité d'Europe"? Die Geographie wird dazu nicht reichen, etwa Europa mit dem Ural zu begrenzen. Was ist doch nicht alles aus Kleinasien, aus dem Vorderen Orient, aus Nordafrika zu uns gekommen? Auch das Konzept "Festung Europa" wird den europäischen Eigenschaften nicht gerecht, denn immer war dieser Kontinent offen und nie selbstgenügsam. Manchmal aggressiv, wie etwa im Kolonialismus, aber stets neugierig. Ein Europa der konzentrischen Kreise, wie es Jacques Delors vorgeschlagen hat, oder etwa die Vorstellung von einem Kerneuropa werden dem Kontinent nicht gerecht, denn schon wieder wird eine Teilung eingeführt. Der Begriff des Kosmos im Griechischen heißt Zierde, Schmuck, aber auch Vielfalt, denn Europa ist ein offener Kontinent und wir müssen die Frage beantworten, wie "europäisch" wir sind.
Dem Modernitätsmodell Europa querlaufende Teil- und Parallelkulturen finden sich überall, im Zentrum der Kapitalen Europas ebenso wie in seinen Regionen. "Multikulturalismus" im weitesten Sinne ist also eine Querschnittmaterie, das Eigene und das Fremde haben keine speziell reservierten Orte oder Reservate mehr. Die Konfrontation findet in unterschiedlicher Wucht und Stärke und in unterschiedlichen thematischen Feldern statt. Vielleicht ist diese Herausforderung Europas eine der wichtigsten, weil sie so etwas wie ein "Laboratorium des 21. Jahrhunderts" begründet.
Die Fragen, die sich an die Versuchsleiter und Experimentatoren stellen, sind nicht nur kulturelle, sondern auch eminent politische und wirtschaftliche: Wie kann das Eigene dem Fremden begegnen, ohne einen schleichenden Bürgerkrieg zu begründen? Soll man im Sinne von H.M. Enzensbergers "Aussichten auf den Bürgerkrieg" selbstbegrenzend und konfliktvermeidend in die wohlstandgestützte europäische Kernkultur zurückkehren und auf das "Andere" buchstäblich den Hut werfen? Oder soll man den sanften Dialog ohne nachdrückliche Artikulation der eigenen Interessen suchen? Soll sich die europäische Idee von Modernität und Fortschritt, so revisionsbedürftig und fragwürdig sie auch im Detail sein mag, in ein kritikloses Bekenntnis der allumfassenden Relativität von Theorie und Praxis auflösen? Soll die Auseinandersetzung aus militärisch gesicherten Festungen heraus unter Zuhilfenahme kulturell-politischer Emissäre erfolgen? Was ist mit den "Anderen" innerhalb der eigenen Mauern? Sollen sie sozialstaatlich abgefedert in eigens dafür geschaffene Reservate abgeschoben werden? Oder brauchen wir nicht sehr dringend neue politische und soziale Umgangsformen, die eine Auseinandersetzung von Kern- mit Parallelkulturen ermöglichen, welche reziproke Selbstbehauptung ohne Aggression, Respekt ohne die Flucht in den Relativismus und Heftigkeit der Kontroverse ohne Suspendierung demokratischer Formen und Legitimität ermöglichen?
Uns alle beherrscht die Diskussion um die Zukunft der Europäischen Union, sie ist in einem großen Transitorium, denn eigentlich ist sie ein Produkt des West-Ost-Konflikts, der Versuch, die Kräfte der freien Demokratien zu konzentrieren. Heute ist die Frage gestellt, ob Europa eine eigene Kraft sein kann - wohl nur durch das Spiel zwischen Vielfalt und Einheit.
Antworten seien versucht, die ich als Spannungsverhältnisse darstelle:

Marktplatz und Tempel


Der Marktplatz bedeutet Leben, Gemeinschaft und Geschichte, Leistung und Wettbewerb, farbigen Wechsel, aber auch Egoismus bis hin zum Populismus. Marktschreierisch kann die Politik des Tages sein, das Hosianna und Cruzifige wohnen nahe nebeneinander. Der Markt ist aber auch der Ort der Demokratie, denn schließlich ist sie auf der Agora des alten Athen entstanden. Der Tempel wieder ist der heilige Ort der Werte und Ideale, der Ort des Besten. Die Hüter des Tempels sind eine Elite. Was muss es heute im Tempel geben? Wirtschaft allein wird nicht genügen, denn schon ringen wir in einem Bildungsprogramm der EU um den Rahmen. Religion ist heute der Säkularisierung unterworfen, was aber von ihr bleibt, ist eine Kultur des Zusammenlebens wie etwa die Menschenrechte und Demokratie. Das "anything goes" von Paul Feyerabend scheint manchmal zur Regel geworden zu sein, es kann aber nicht sicherstellen, dass wir unsere Welt humanisieren und kulturell besser gestalten. Der Theologe und Naturwissenschafter Teilhard de Chardin hat davon gesprochen, dass die menschliche Geschichte nichts anderes ist, als die "Hominisation", die Menschwerdung. Nicht als Menschen sind wir geboren, sondern unser Streben als Person, aber auch als Gemeinschaft ist darauf ausgerichtet, zum Menschen zu werden - ein Idealzustand, den wir erst in der Vollkommenheit erreichen.

Dagegen steht die Politik für die Massen, wie sie in der ersten Hälfte des Jahrhunderts war, die uns Diktaturen aller Art beschert hat und dann zur Politik der Massen geworden ist. Diese Situation wieder provoziert einen Fundamentalismus, denn man verlangt Orientierung, es fördert die Emotion, weil die Masse als Einheit geführt werden will. Differenzierung ist aber notwendig, wir brauchen Eliten, Qualität. Es muss dagegen auch wieder die Politik als heiligen Moment geben. Die Frage nach der politischen Kultur ist die Frage nach der Politik für die Zukunft. Nicht so sehr Technologie und Informationsgesellschaft wird es sein, die unsere Zukunft bestimmen, sondern Erziehung und Bildung, die schöpferische Kraft des Menschen. Carlo Mongardini meinte, dass zu einer vorhandenen "politique des industriels" eine "politique des intellectuels" kommen muss, eine "politique pour la culture".


Gedächtnis und Geschichte


Kultur ist abhängig vom Gedächtnis, von der Tradition. Eine Bildungspolitik der jüngsten Vergangenheit meinte, nur vermitteln zu müssen, wie man technisch mit dem Wissen umgeht, wo man nachschlagen muss. Wer aber die Zusammenhänge nicht kennt, kann mit dem Lexikon, der Bibliothek oder Internet gar nichts anfangen. Wenn wir in die Zukunft gehen wollen, müssen wir wissen, woher wir kommen. Offensichtlich ist der Mangel des heutigen Bildungssystems die Ursache dafür, dass so viele Menschen die Museen aufsuchen. Es ist die Suche nach der eigenen Geschichte, wohl auch die Angst vor der Zerstörung des kulturellen Guts, die angesichts der technischen Möglichkeiten unserer Zeit jederzeit geschehen kann. Der unglückliche Francis Fukuyama hat vom Ende der Geschichte gesprochen, wir aber erleben die Rückkehr der Geschichte, denn ohne Geschichte ist kein Teil Europas mehr verständlich. Wir sind in die Gleichzeitigkeit der Ereignisse geworfen. Die Welt der Information vermittelt uns Kenntnis von allem in der ganzen Welt, dennoch müssen wir erleben, dass es nicht einen Neonationalismus, sondern jenen alten hässlichen Nationalismus gibt, der jetzt aus dem Eiskasten des Kommunismus genommen wird und seine Kräfte im Osten Europas in zeitlich verschobenem Ablauf auslebt. Deswegen muss es nicht den "Clash of civilisations" geben, wie ihn Sam Huntington voraussagt. Eine Begegnung der verschiedenen Kulturen dieser Welt ist möglich, vor allem wenn wir wissen, wer wir selber sind. Dazu braucht es die Kenntnis der eigenen Geschichte, das Wissen um jene Mythen und Erzählungen, die Parabeln fürs Leben sind. Ich werfe der älteren Generation unserer Zeit vor, dass sie zu wenig Geschichte und Geschichten weitererzählt haben, genauso wie wir in der Kultur zu wenig von den Erzählungen wissen, die unser Europa ausgemacht haben - anderes hat uns das Hirn gefüllt. Anderes sollte es füllen.

Der spanische Diplomat und Philosoph Salvador de Madariaga hat bereits 1952 sinngemäß darauf geantwortet - aus der bitteren Erfahrung der Welt des Zweiten Weltkriegs kommend, mit dem sicheren Gefühl, dass wir nicht nur eine neue politische Ordnung, sondern auch eine europäische Gemeinsamkeit brauchen, die nur durch die Kultur konstituiert werden kann:

"Vor allen Dingen müssen wir Europa lieben. Hier dröhnt das Gelächter eines Rabelais, hier leuchtet das Lächeln des Erasmus, hier sprüht der Witz eines Voltaire. Gleich Sternen stehen Europas geistigem Firmament die feurigen Augen Dantes, die klaren Augen Shakespeares, die heitern Augen Goethes und die gequälten Dostojewskis. Ewig lächelt uns das Antlitz der Gioconda zu, für ganz Europa ließ Michelangelo die Gestalten des Moses und des David aus dem Marmor steigen, schwingt sich die Bach'sche Fuge in mathematisch bewältigter Harmonie empor. In Europa grübelt Hamlet über das Geheimnis seiner Tatenlosigkeit, will Faust durch die Tat dem quälenden Grübeln entrinnen, in Europa sucht Don Juan in jeder Frau, die ihm begegnet, die eine Frau, die er nie findet, und durch ein europäisches Land jagt Don Quijote mit eingelegter Lanze dahin, um der Wirklichkeit ein höheres Sein abzutrotzen. History of the Idea of Europe -

The Cultural Future of Europe

What causes us to ask about "Diversity," about whether Europe has a "cultural future?" To refuse to answer is "naiveté" - stupidity - just as it is to think that diversity is not the organizing element of Europe, that the question of the "cultural future" does not decide the existence of Europe.

There is a dichotomy, indeed, a schizophrenia of thinking. We are proud of the diversity of culture, and yet we have to recognize that there is a refusal to accept the "other," the stranger or foreigner. At the same time the cultural landscape is so rich: horizontally, that is, simultaneously, we experience a diversity of peoples, languages, and forms of expression. We know the differences in our valleys just as we do those in fashion, literature and music. However, the richness also includes the vertical, namely, the expirations of epochs. What all hasn't happened in this Europe since Antiquity, the Judeo-Christian world, the Middle Ages, the Renaissance and the Enlightenment, until we landed at "postmodernity." Actually the concept of postmodernity is an indication of loss. As we talk in general talk about loss when we lament not knowing anything really modern or missing values. Have we lost our self-confidence? Do we lack the strength for the new?

Indeed, we are controlled by quotations, and apparently culture has been replaced by a kind of world civilization, which is characterized by extraordinary uniformity - simplicity. What the satellites send us for programs all over the world is the same canned material, is the "global village," which is unquestionably distinguished solely by its simplicity.
I am not at all concerned about the identity of Europeans; they are always recognizable and distinguishable - my countrymen and women abroad can often be only too quickly identified by their behavior. Then, on the other hand, there is that regionalism, which, correctly understood, can be transnational, as is the case, for example, around the Bodensee or also in the relationship of the "Suisse romande" (French-speaking Swiss) to their neighbors or similarly the situation in Ticino: a common feeling, which crosses borders. Then again, however, the critics speak of increasing disintegration, whereby the collapse of artificial nations proves to be the revenge of false solutions. Just think of the separation of the Czechs from the Slovaks, of the tragedy of Yugoslavia or of the downfall of the Soviet Union. But the Western nations don't lead a charmed existence either, for in the meantime the Italian landscape abounds in differences and diverse feelings, Spain struggles with the special wishes of the Basques and Catalans. Indeed, here and there even France has signs, which are written in the "langue d'oc." The "other" is perceived as a threat, while actually being an enrichment. Let us think of such basic matters of life as the great variety of cooking in Europe and of the fascination of culture or also of the various forms of religious faith. We have difficulty in knowing how to deal with the stranger or foreigner. Yet the word for foreigner in antiquity was the same as that for guest - someone who enjoys protection and at the same time is an object of curiosity.
This uncertainty has resulted from an event, with which we are still concerned today. The changes in Europe since 1989/90 have put us in a predicament. Communist internationalism has collapsed, the dream of being able to establish a paradise on earth on the basis of the equality of people has proven to be a fatal error. The continent is truly experiencing a "passages europeens." As in a film, the new/old diversity rolls by before us. We are discovering the Slavic world again, the shaping of a spiritual landscape through orthodoxy, the old Byzantium and the new Moscow as centers. Conflicts and wars make painfully clear the problems of nation and state, as they earlier dominated the outgoing 19th and the 20th century and ultimately led to world wars. We are also facing the problem that after a long time we are in the position of being one continent. But what is the "finalité d'Europe?" Geography will not suffice, for example, to end Europe at the Urals. After all, what has not come to us from Asia Minor, from the Near East, from North Africa? Even the concept "Fortress Europe" doesn't do justice to European qualities, for this continent was always open and never self-sufficient. Sometimes aggressive, as, for example, in colonialism, but always curious. A Europe of concentric circles, as Jacques Delors has suggested, or perhaps the idea of a core Europe is not fair to the continent, because it immediately reintroduces a division. The concept of Cosmos in Greek means ornament, decoration, but also diversity, for Europe is an open continent, and we must answer the question of how "European" we are.
Transversal, partial and parallel cultures are found everywhere in the modern model of Europe, in the center of the capitals of Europe as well as in its regions. "Multiculturalism" in the broadest sense is therefore a source of information, telling us that the native and the foreign no longer have any special reserved or exclusive areas.
Discussion takes place with varied force and strength and in various thematic fields. Perhaps this challenge of Europe is one of the most important, because it is establishing something like a "laboratory of the 21st century."
The questions, which directors of experiments and experimenters are asked, are not only cultural, but also eminently political and economic: how can the native encounter the foreigner without starting a creeping civil war? In the sense of H. M. Enzensberger's "Prospects for a Civil War," is one, by keeping to oneself and avoiding conflict, supposed to return to the European core culture, based on prosperity, and literally "give the other its hat?" Or is one to seek calm dialogue without expressly articulating one's own interests? Is the European idea of modernity and progress, so in need of revision and as questionable as it may also be in detail, to be dissolved into an uncritical acknowledgment of the comprehensive relativity of theory and practice? Is the confrontation to be carried on from militarily secured fortresses through the mediation of cultural-political emissaries? What is to be done about the "others" within one's own walls? Are they to be stripped of their citizenship and herded into camps built expressly for this purpose? Or do we not most urgently need new political and social forms, which enable a discussion of the core (native) culture with the parallel cultures, which make possible reciprocal self-assertion without aggression, respect without flight into relativism and heated arguments over the issues without suspending democratic forms and legitimacy?
The discussion about the future of the European Union dominates all of us. Europe is in a great state of transition, for actually it is a product of the West-East conflict, the attempt to concentrate the strengths of the free democracies. Today one is asking whether Europe can be an independent power - only through the interplay between diversity and unity.
Let us look for answers, which I will present in terms of the tension between opposites:

Marketplace and Temple


The marketplace signifies life, community and history, performance and competition, colorful exchange, but also the spectrum from egotism to populism. The politics of the day can be loud and shrill, the hosanna and the crucifixion are close together. The marketplace, however, is also a seat of democracy, for ultimately it was founded on the model of the agora of old Athens. The temple in turn is the holy place of values and ideals, the place of the best, the finest. The guardians of the temple are an elite. What must there be in the temple today? Business alone will not suffice, for we are already wrestling with its limits in an educational program of the EU. Religion today has become subject to secularization, but whatever of it remains is a culture of living together, as, for example, human rights and democracy. The "anything goes" of Paul Feyerabend sometimes appears to have become the rule, but it cannot insure that we will humanize our world and shape it better culturally. The theologian and natural scientist Teilhard de Chardin has stated that human history is nothing more than "humanization," becoming human beings. We are not born as human beings, but our striving as individuals and also as a community is directed toward the goal of becoming a human being - an ideal condition, which we attain only when we reach perfection.

On the other hand, politics stands for the masses, as it was in the first half of the century, which brought us dictatorships of all kinds and became the politics of the masses. This situation in turn provokes a fundamentalism, which demands orientation, it fosters emotion, because the mass as a unit wants to be led. Differentiation is necessary, however, we need elites, quality. On the other hand, we must also restore politics as something to be respected. The question about political culture is the question about politics for the future. It will not be so much a technology and information society, which determines our future, but education and culture, the creative power of the human being. Carlo Mongardini said that the existing "politique des industrials," must be supplemented by a "politique des intellectuels," a "politique pour la culture."


Memory and History


Culture depends on memory, on tradition. An educational policy of the recent past believed that it was only necessary to teach the techniques of how to search for information, how and where one has to look things up. But anyone who does not know the connections cannot get very far with the lexicon, library or Internet. If we want to proceed into the future, we have to know where we come from. Apparently the inadequacy of the contemporary education system is the reason why so many people visit the museums. It is the search for their own history, probably also the fear of the destruction of the cultural good, which, in view of the technical possibilities, can happen anytime. The unfortunate Francis Fukuyama spoke about the end of history, but we are experiencing the revival of history, for without history we can no longer understand any part of Europe. We have been thrown into the contemporeneity of non-contemporary events. The information highway brings us knowledge of everything from everywhere in the world, nevertheless we must understand that there is no neo-nationalism, but that old, loathsome nationalism, which is now being taken out of the icebox of Communism and is exhausting its strengths in the East of Europe in a time-delayed demise. On the other hand, there doesn't have to be a "clash of civilizations," as Sam Huntington predicts. A meeting of the different cultures of this world is possible, especially if we know who we are. In order to have this knowledge about ourselves, we have to know our own history as well as those myths and tales, which are parables for life. I reproach the older generation of our time for having passed on too little history and too few stories, exactly as we in culture know too few of the tales, which our Europe has created - other matters have filled our brains. Different matter should fill it.

The Spanish diplomat and philosopher Salvador de Madariaga in 1952 gave a sensible answer to this situation - coming from the bitter experience of the world of the Second World War, feeling certain that we not only needed a new political order, but also a European Community, which can only be organized through culture.

"Above all else we must love Europe. Here resounds the laughter of a Rabelais, here gleams the smile of Erasmus, here flashes the wit of a Voltaire. Like stars in Europe's intellectual firmament stand the fiery eyes of Dante, the clear eyes of Shakespeare, the cheerful eyes of Goethe and the tormented eyes of Dostojewski. Eternally the visage of Giaconda smiles at us, for all of Europe Michelangelo caused the forms of Moses and of David to emerge out of the marble and the Bach fugue soars upward in mathematically controlled harmony. In Europe, Hamlet broods about the mystery of his inactivity, Faust wants to escape the tormenting brooding through the deed, in Europe Don Juan seeks in every woman, who meets him, the one woman he never finds, and Don Quixote chases through a European land with his lance at the ready, in order to wrest defiantly a higher existence from reality. But this Europe, where Newton and Leibniz measured the infinitely small and infinitely large, where our cathedrals, as Alfred de Musset has said, kneel praying in their stony garments, where the silvery ribbon of rivers connects the cities, which the work of time chisels into the crystal of space this Europe must first come into being. It will not exist until the Spanish begin to talk of "our Copenhagen" and the Germans of "our Bruges." Only when we reach this point, will the spirit which directs our activity have spoken the creative motto: "FIAT EUROPA!"

L'avenir culturel de l'Europe

Pour quelle raison nous posons-nous la question de la "diversité", de savoir si l'Europe aura un "avenir culturel"? Refuser de répondre est une expression de la bêtise, des "simples" d'esprit au même titre que de penser que ce n'est pas la diversité qui est l'élément constitutif de l'Europe, que ce n'est pas la question de "l'avenir culturel" qui décidera de l'existence de l'Europe.

Il existe une dichotomie, oui, même une schizophrénie de la pensée. Nous sommes fiers de la diversité culturelle mais, en même temps, nous sommes témoins de la réticence à accepter "l'autre", celui qui est étranger. Or, le paysage culturel est si riche: horizontalement, donc simultanément nous faisons l'expérience d'une diversité de peuples, de langues et de modes d'expression. Nous connaissons les différences de nos vallées comme celles de la mode, de la littérature et de la musique. Mais la richesse englobe aussi la dimension verticale, à savoir le cours des époques. Que d'événements en Europe depuis l'Antiquité, le monde judéo-chrétien, le Moyen-Age, la Renaissance et le Siècle des Lumières jusqu'à notrre arrivée dans la "postmodernité". En fait, la notion de postmoderne est le signe d'une perte. Comme lorsque l'on se plaint de n'avoir pas vraiment connu la modernité ou de regretter certaines valeurs. Aurions-nous perdu notre confiance en nous-mêmes? Nous manque-t-il la force du renouveau? Effectivement, nous sommes dominés par des citations et apparemment la culture est remplacée par une forme de civilisation mondiale, caractérisée par une extrraordinaire uniformité - simplicité. Ce que nous envoient les satellites vers la terre comme programmes c'est un plat unique sorti des conserves, c'est le "village global", un village qui se distingue par son caractère simplet.

Je ne me fais aucun souci pour l'identité des Européens, ils sont reconnaissables partout - mes concitoyens p.ex. sont vite repérables à l'étranger de par leur comportement. Ou alors, il existe un régionalisme bien compris qui ignore les frontières comme c'est le cas autour du Lac de Constance ou dans les relations de la Suisse romande avec ses voisins ou encore dans le Tessin: un sentiment d'appartenance commune qui dépasse les frontières. Et puis, les critiques ne cessent de parler d'une croissante désintégration où les états-nations artificiels se séparent comme si c'était une vengeance contre une solution erronée. Pensons à la séparations des Tchèques et des Slovaques, à la tragédie de l'ex- Yougoslavie ou à la désintégration de l'Union Soviétique. Les Etats occidentaux ne sont pas épargnés pour autant, dans le paysage italien se font jour des différences et des sentiments variés, l'Espagne est en proie aux désirs des Catalans et des Basques, oui, même en France il arrive de voir des enseignes en "langue d'oc". L'autre et ce qui est autre est conçu comme une menace alors que c'est une richesse. Pensons à des choses simples de la vie comme la variété de la cuisine européenne, la fascination de la culture ou encore les différentes formes de la foi. Nous avons des difficultés avec l'étranger alors que dans l'Antiquité ce mot voulait dire l'ami qu'on reçoit - quelqu'un qui jouissait de la protection mais en même temps faisait l'objet de la curiosité.
Cette insécurité est survenue par un événement que nous n'avons pas encore bien assimilé. Les transformations en Europe depuis 1989/90 nous ont déroutés. L'internationalisme communiste a disparu, le rêve d'établir un paradis sur terre à partir de l'égalité des hommes est apparu comme étant une erreur fatale. Le continent est en train de vivre des "passages européens". La nouvelle/ ancienne diversité se déroule sous nos yeux comme un film. Nous redécouvrons le monde slave et l'influence sur un paysage spirituel de l'orthodoxie, avec la vieille Byzance et la nouvelle Moscou au centre. Douloureusement, les conflits politiques et les guerres font apparaître les problèmes de la nation et de l'état tels qu'ils ont dominé la fin du XIXe et le XXe siècle jusqu'à aboutir aux guerres mondiales. Nous sommes encore dans l'embarras causé par le fait qu'après tellement d'années nous soyons redevenus un même continent. Qu'esce que la "finalité de l'Europe"? La géographie ne suffira plus en voulant limiter l'Europe à l'Oural. Que de choses nous sont venues d'Asie Mineure, du Proche Orient et d'Afrique du Nord! La notion de "forteresse Europe" ne correspond pas aux qualités européennes car ce continent fut toujours ouvert et jamais autarcique. Parfois aggressif, comme au temps du colonialisme, mais toujours curieux. Une Europe sous forme de cercles concentriques telle que la voyait Jacques Delors ou l'image d'une Europe- noyau ne correspondent pas non plus à ce continent car de nouvelles compartimentations seraient introduites. En grec, la notion de cosmos signifie ornement, décoration mais aussi diversité, or l'Europe est un continent ouvert et nous devons nous demander à quel point nous sommes "européens".
Des cultures partielles et parallèles traversant le modèle de modernité Europe se rencontrent partout, au centre des capitales européennes aussi bien que dans ses régions. Le "multiculturalisme" au sens le plus large du terme constitue donc une matière transversale, où ce qui est propre à chacun et ce qui est différent n'ont plus d'espaces réservés. La confrontation a lieu avec des intensités diverses et dans des domaines thématiques variés. C'est peut-être ce défi qui est le plus important pour l'Europe car il représente quelque chose comme un "laboratoire du XXIe siècle".
Les questions qui se posent aux responsables des expériences ne sont pas uniquement d'ordre culturel, elles sont aussi éminemment politiques et économiques. Comment peut-on rencontrer l'autre sans causer une guerre civile qui rôde déjà ? Faut-il retourner, dans le sens de "Chances d'une guerre civile" de H.M. Enzensberger, dans le noyau de culture européenne reposant sur la prospérité en s'enfermant et en évitant les conflits et, par là, jeter littéralement le chapeau sur l'autre? Ou alors faut-il chercher le dialogue en douceur sans chercher à prononcer ses propres intérêts? Est-ce que l'idée européenne de modernité et de progrès, même si elle a besoin dans le détail de révision et qu'elle reste douteuse, doit se diluer dans un aveu sans critique de la relativité englobante de la théorie et de la pratique? Est-ce que l'analyse doit se faire à partir de forteresses sécurisées militairement et avec l'appui d'émissaires culturels et politiques? Qu'en est-il des autres dans nos propres murs? Faut-il les envoyer dans des zones délimitées à cet effet après les avoir plumés du point de vue de l'état social? Ou bien n'avons-nous pas besoin de façon urgente de nouvelles manières de faire sur le plan politique et social, permettant le débat entre les cultures du nucleus et celles dites parallèles tout en rendant possible l'affirmation de soi réciproque sans aggression, le respect sans fuir dans le relativisme et la vivacité de la controverse sans pour autant suspendre les formes de la démocratie et la légitimité?
La discussion sur l'avenir de l'Union Européenne nous domine en ce moment; en effet, elle est dans une phase de transition car elle est le produit du conflit est-ouest, l'effort de concentration des forces des démocraties libres. La question qui se pose aujourd'hui est celle de savoir si l'Europe est capable d'être une force à elle seule - certes, mais seulement par l'interaction de la diversité et de l'unité.
Essayons quelques réponses que je vais présenter en tant que situations de tension:

La place du marché et le temple

La place du marché signifie la vie, la communauté et l'histoire, la performance et la concurrence, l'échange haut en couleurs mais aussi l'égoïsme voire le populisme. La politique du jour peut ressembler aux crieurs du marché, le Hosanna et le Crucifige y cohabitent. Mais le marché est aussi le lieu de la démocratie qui a vu le jour dans l'agora de l'antique Athènes. Quant au temple, il est le lieu saint des valeurs et des idéaux, le lieu du meilleur. Les gardiens du temple sont une élite. Et de nos jours, que doit-il y avoir dans le temple? L'économie seule ne suffira pas car nous sommes déjà en train d'essayer d'élaborer un cadre à l'intérieur d'un programme d'éducation de l'UE. De nos jours, la religion est soumise à la sécularisation mais ce qui en reste est une culture de la vie ensemble telle que les droits de l'homme et la démocratie. Le "anything goes" de Paul Feyerabend semble parfois être devenu la règle mais ne peut pas garantir que nous rendions notre monde plus humain et meilleur sur le plan culturel. Teilhard de Chardin, le théologue et homme de science, a dit que l'histoire humaine n'était rien d'autre que "l'hominisation", le devenir homme; nous ne naissons pas hommes, mais notre aspiration en tant que personne et aussi en tant que communauté est de devenir hommes - un état idéal que nous n'atteindrons que dans la perfection.

A l'encotre se trouve la politique pour les masses, telle qu'elle a existé dans la première moitié du siècle dernier et nous a livré des dictatures de toutes sortes, devenue par la suite la politique des masses. Cette situation provoque, à son tour, un fondamentalisme, car on exige une orientation, les émotions s'éveillent car la masse demande à êtrre conduite en tant qu'unité. Or, la différenciation est indispensable, nous avons besoin d'élites, de qualité. Il nous faut donc une politique qui soit un moment sacré. La question de la politique culturelle est celle de la politique de l'avenir. Ce ne sont pas tellement la technologie ni la société d'information qui vont déterminer notre avenir mais ce seront l'éducation et la formation, ces forces créatrices de l'homme. Carlo Mongardini disait qu'à la "politique des industriels" actuelle doit s'ajouter une "politique des intellectuels", une "politique pour la culture".


La mémoire et l'histoire

La culture dépend de la mémoire, de la tradition. Une politique d'éducation voulait, récemment, ne transmettre que la technique pour se servir du savoir, donner des indications pour consulter les sources. Mais celui qui ne connaît pas les contextes ne saura utiliser à bon escient le dictionnaire, la bibliothèque ou l'internet. Si nous voulons marcher vers l'avenir, il nous faut savoir d'où nous venons. Apparemment, ce sont les lacunes du système d'éducation actuel qui font que tant de personnes visitent les musées.Il s'agit de la quête de notre propre histoire mais en même temps de la crainte de voir détruit notre bien culturel, ce qui peut arriver à tout momen, vu les capacités techniques de notre époque. Le malheureux Francis Fukuyama a parlé de la fin de l'histoire, or nous sommes témoins du retour de l'histoire, car sans l'histoire l'on ne saurait comprendre aucune partie de l'Europe. Nous sommes projetés dans la simultanéité des événements. Le monde de l'informatique nous communique un savoir sur tout et du monde entier, cependant il nous faut constater qu'il n'existe pas un néonationalisme mais bien le même nationalisme hideux qui sort des tiroirs glacés du communisme et dont les forces revivent avec un décalage temporel dans l'Est de l'Europe. C'est pourquoi, le "Conflit des civilisations", prédit par Sam Huntington, peut ne pas avoir lieu. Une rencontre des différentes cultures de notre monde est possible surtout si nous savons qui nous sommes. A cet effet, il est nécessaire de connaître sa propre histoire, les mythes et les légendes qui sont des paraboles pour la vie. Je reproche à la génération précédente de nous avoir transmis trop peu d'histoire, de ne pas nous avoir raconté d'histoires, de contes tout comme nous-mêmes, nous savons trop peu sur le plan culturel des histoires qui ont formé l'Europe, on nous a rempli le cerveau avec d'autres choses. On aurait dû apprendre autre chose.

Salvador de Madariaga, le diplomate et philosophe espagnol, nous a fourni une réponse à ce propos déjà en 1952, après une expérience amère de la Seconde Guerre Mondiale et dans la conviction qu'il ne nous fallait pas seulement un ordre politique mais une communauté européenne qui ne pourrait être constituée que par la culture:

"Avant toute chose, il nous faut aimer l'Europe. Ici, retentit le rire d'un Rabelais, là, nous éclaire le sourire d'Erasme, encore ailleurs, jaillit la plaisanterie d'un Voltaire. Sur le firmament spirituel de l'Europe les yeux enflammés de Dante, les yeux clairs de Shakespeare, les yeux gais de Goethe et les yeux tourmentés de Dostoïevski sont comme des étoiles. La Joconde nous sourira éternellement, Michelange a fait surgir du marbre les figures de Moïse et de David pour toute l'Europe, la fugue de Bach s'élève dans une harmonie composée mathématiquement. C'est en Europe que Hamlet s'interroge sur le mystère de son être sans actes, que Faust veut échapper par l'action aux réflexions qui le tourmentent, c'est en Europe que Don Juan cherche dans toute femme qu'il rencontrre la seule femme qu'il ne trouvera jamais et c'est un pays européen que Don Quichotte parcourt, la lance mise en arrêt, pour obtenir de la réalité un être plus élevé. Mais cette Europe où Newton et Leibniz ont mesuré l'infiniment petit et l'infiniment grand, où nos cathédrales, comme l'a dit Alfred de Musset, prient à genoux dans leurs vêtements de pierre, où le cours argenté des fleuves relie les villes entre elles ciselant le travail du temps dans le cristal de l'espace... cette Europe doit encore voir le jour. Elle n'existera que le jour où les Espagnols commenceront à parler de "notre Copenhague" ou les Allemands de "notre Bruges". Ce n'est qu'à ce moment-là que l'esprit, qui dirige notre action, aura dit son mot créateur: FIAT EUROPA!"

Ich möchte mich vorerst dafür entschuldigen, dass ich nicht bei Ihnen anwesend sein kann. Leider erlaubt es meine Gesundheit nicht.

Mein Name ist Mitja Rapoport. Der Name wird nicht allen geläufig sein. Aber es gibt Tausende dieses Namens. Er ist einer der häufigen jüdischen Namen.

Ich bin von Beruf Biochemiker - medizinischer Biochemiker - und habe eine langjährige Lehrerfahrung hinter mir. Ich bin über 90 Jahre alt. Und das ist schon ein Segen, wenn man das von sich sagen kann, dass man einigermaßen beieinander ist, wie man so sagt. Ich möchte Ihnen einiges vom Standpunkt des 90jährigen sagen zu Ihrer Konferenz. Ich wünsche Ihr - dieser Konferenz - alles erdenkliche an Erfolg. Allein ihr Zustandekommen ist schon ein großer Erfolg. Denn sie versammelt so viele verschiedene Erfahrungen, Gesichtspunkte. Ich möchte einiges aus meinen Erfahrungen erzählen. Da ist zunächst die Tatsache, dass ich im Grenzgebiet zwischen dem alten Kaiserreich Österreich-Ungarn und Russland geboren bin, dass ich dann in Odessa lebte, dass ich 1920 schon Exil erlebte, als wir flohen - nach Wien. In Wien lebte ich dann meine ganze Kindheit und Jugend bis im Jahre 1937 und wieder war die Existenz bedroht. Hitler war an der Pforte. Ich übernahm ein Stipendium in die USA und während des ersten Jahres, als ich es absolvierte, war mir mein Vaterland Österreich abhanden gekommen. Und wieder musste man sich neu anpassen, neu sich assimilieren. Und so war ich in den USA dabei, eine Wissenschafterkarriere mit Erfolg durchzuführen. Aber ich war ein nicht unterdrückbarer revolutionärer Geist. Ich war in Erinnerung groß geworden, in Erinnerung an das schöne rote Wien, an seine sozialen und kulturellen Errungenschaften. Es war durch Hitler zerstört. Ich bliebe bei dem Traum eines Sozialismus und dadurch geriet ich in das Visier des McCharty-Komitees und musste die USA auch verlassen. 1950, während eines der Kriege - des Korea-Krieges - mussten wir heimlich die USA verlassen, und nach einer Wartezeit in Wien bekam ich einen Ruf an die Berliner Humboldt-Universität. Und dort war ich 25 Jahre lang Inhaber einer Lehrkanzel.
Was habe ich alles gelernt? Das Erste, was ich gelernt habe, ist, wie wichtig es ist, Menschen kennen zulernen und zu ihnen vertrauensvoll Kontakt aufzunehmen. Das bringt mit sich Glück - sowohl in den Begegnungen als auch Glück im Leben. Das fängt natürlich auch schon an bei der Wahl einer Lebensgefährtin. Auch hier muß man dieses große Glück erleben. Zweitens habe ich gelernt, wie schön es ist, etwas Neues zu erleben, eine neue Kultur, die man nicht kannte, eine alte Kultur, die man nicht kannte - eine andere. Und so war mein Leben - diese vielen Exile - eine große Schule der Kultur, die es mir ermöglichte, einen weiten Horizont zu haben. Wie schön ist es, dass die Menschheit so viele verschiedene Blüten der Kultur trägt. Und wenn sie einem auch nicht alle gleich schmecken und angenehm sind. Man soll sich bemühen, ob es sich um Neuerungen oder Wiederentdeckungen von etwas Altem handelt.
Eine große Sorge habe ich. Und diese Sorge, auch wenn ich das wahrscheinlich nicht persönlich erleben werde, betrifft eine große Gefahr für die Menschheit. Die Menschheit ist in einem Umfang bedroht, wie man es sich kaum vorstellen kann. Die Bedrohung besteht einmal allein durch ihr Wachstum. Nicht etwa, dass es nicht genug zu essen gäbe, aber die Verteilung ist das Problem. Und außerdem werden irgendwann die Ressourcen nicht ausreichen. Die Menschheit ist bedroht durch die Müllhalden, die sie erzeugt. Sie ist bedroht vor allem durch eine permanente Kriegsgefahr. Wir lesen und hören heute von Bedrohungen, die angeblich von Nordkorea, dem Iran oder sonst wo ausgehen. Hier handelt es sich um einige wenige Atomwaffen, die erzeugt werden sollen. Und dabei wird übersehen, dass die größten Lager an Atomwaffen in den USA und Russland genügen, um die Erde zehntausendfach zu vernichten. Ich möchte Sie aufrufen, überall dort, wo Kultur gepflegt wird, mitzuhelfen Kultur zu verteidigen, überall das Gemeinsame der Menschen zu suchen. Und in diesem Sinne begrüße ich die Konferenz.

The Experiences of Exile

Dear Conference Participants!


I would like first of all to apologize that I cannot be present with you. Unfortunately my health does not permit it.

My name is Mitja Rapoport. The name will not be familiar to all of you. But there are thousands with this name. It is one of the most common Jewish names.

By profession I am a Biochemist, a medical Biochemist, and I have a long career as a teacher behind me. I am over ninety years old. And it is a blessing, when one can say of himself that he still has it all pretty well together, as one says. I would like to say a few words to you and your conference from the standpoint of a 90 plus-year-old man. I wish you - this conference - every conceivable success. The fact alone that it is taking place is already a great success. For it is gathering together so many different experiences and points of view. I would like to relate a few of my experiences to you.
First there is the fact that I was born in the border territory between the old Austro-Hungarian Empire and Russia, that I then lived in Odessa, that in 1920 I went into exile when we fled - to Vienna. I then spent my entire childhood and youth in Vienna until 1937, when my existence was again threatened. Hitler was at the gates. I accepted a stipendium to go to the USA, and during the first year I spent studying there, I lost my fatherland Austria. And again I had to adapt anew, assimilate anew. And so I was in the process of having a successful career as a scholar in the USA.
But I was an irrepressible revolutionary spirit. I had grown up with the memory of beautiful red Vienna, with its social and cultural accomplishments. It was destroyed by Hitler. I clung to the dream of socialism, and because of that I came to the attention of the McCarthy committee and had to leave the USA too. In 1950 during one of the wars - the Korean War - we quietly had to leave the USA, and after a period of time waiting in Vienna, I received a call to Humboldt University in Berlin. And there for 25 years I held a teaching position.
What have I learned from all these experiences? The first thing that I have learned is how important it is, to get to know people and to establish trusting contact with them. That brings luck and happiness with it - in the encounters as well as also in life. This begins naturally with the choice of a wife or life companion. Here, too, one must experience this great luck and happiness. Secondly I have learned how beautiful it is to experience something new, a new culture, which one did not know, an old culture, which one did not know - another. And so my life - these many exiles - has been a great school of culture, which has enabled me to have a broad horizon. How beautiful it is, that humanity bears so many different flowerings of culture. And even if they do not all taste the same and are not equally pleasant. One should make an effort, whether it is a question of innovations or rediscoveries of something old.
I have a big worry. And this worry, even if I probably will not experience it personally, concerns a great danger for humankind. Humanity is being threatened to a degree such as one can scarcely imagine. The threat is unique by its growth alone. It is not, for example, that there will not be enough to eat, but the problem will be the distribution of food. And beyond that at some point there will not be sufficient resources. Humanity is threatened by the garbage dumps, which it is creating. It is threatened above all by a permanent danger of war. We read and hear today about threats, which apparently are coming from North Korea, Iran and elsewhere. In these cases we are dealing with a few atomic weapons, which these countries are alleged to be producing. And at the same time people overlook the fact that the largest stocks of atomic weapons in the USA and Russia suffice to destroy the world ten thousand times over.
I would like to call on you, wherever culture is cultivated, to help defend culture, to seek what all people share in common. And in this sense I greet the conference.

L'expérience de l'exil

Tout d'abord, veuillez m'excuser de ne pas être parmi vous, mais ma santé ne me le permet pas.

Je m'appelle Mitia Rapoport. Ce n'est pas un nom que tous puissent connaître. Mais il y a des milliers de gens avec ce prénom. Il est très fréquent chez les Juifs.

Je suis biochimiste de formation, biochimiste médical et j'ai enseigné très longtemps. Maintenant j'ai 90 ans. Et c'est déjà beau de pouvoir dire qu'on va à peu près bien. Je voudrais vous adresser, à l'occasion de cette conférence, quelques mots, justement vu mes 90 ans. Je souhaite à votre congrès le plus grand succès possible. C'est déjà remarquable de vous retrouver ainsi réunis, car ce sont beaucoup d'expériences et de points de vue qui se rencontrent. Je voudrais précisément vous raconter certains événements de mon expérience à moi.
Il y a d'abord le fait que je sois né dans la région frontalière entre l'ancien empire austro-hongrois et la Russie, qu'ensuite j'aie vécu à Odessa, que j'aie déjà fait en 1920 l'expérience de l'exil lorsque nous avons fui et sommes arrivés - à Vienne où j'ai passé toute mon enfance et ma jeunesse jusqu'en 1937 et voilà que notre existence était à nouveau en danger. Hitler était aux portes du pays. J'ai accepté une bourse pour les Etats-Unis et au cours de ma première année là-bas voilà que ma patrie, l'Autriche, avait disparu. Donc il m'a fallu de nouveau m'adapter, m'assimiler et j'étais sur le point de faire une carrière brillante de scientifique aux Etats-Unis.
Mais j'étais un esprit révolutionnaire qui ne se laissait pas opprimer. J'avais grandi dans le souvenir, le souvenir de la belle Vienne rouge, de ses acquisitions sociales et culturelles. Hitler a détruit tout cela. Je continuais donc de rêver au socialisme et tombais dans le champ de vision du comité McCarthy et je fus obligé de quitter les Etats-Unis, secrètement, c'était en 1950, lors d'une guerre - la guerre de Corée. Après une période d'attente à Vienne, j'ai obtenu un poste à l'Université Humboldt de Berlin où j'ai été titulaire de chaire pendant 25 ans.
Qu'est-ce que cela m'a appris? Premièrement, qu'il est important de connaître les gens et d'établir avec eux un rapport de confiance. Cela s'accompagne de bonheur - aussi bien dans les rencontres que dans la vie. Cela commence évidemment par le choix d'une compagne pour la vie. Là aussi, c'est un grand bonheur qu'il faut goûter. Deuxièmement, j'ai appris la beauté de vivre quelque chose de nouveau, une nouvelle culture inconnue, une ancienne culture inconnue - une culture différente. C'est ainsi que ma vie - ces nombreux exils - fut une grande école de la culture qui m'a donné la possibilité d'élargir mon horizon. Comme c'est beau de voir l'humanité posséder tant de fleurs diverses de la culture, même si elles ne sont pas toutes à notre goût et agréables. On doit faire un effort pour savoir s'il s'agit de découvertes ou de re-découvertes.
Je suis inquiet. Et cette inquiétude, même si personnellement je ne la verrai pas, porte sur une menace contre l'humanité. L'humanité est menacée à un tel point qu'on ne peut guêre se l'imaginer. La menace est d'abord due à sa croissance; non pas qu'il n'y ait pas assez à manger, mais c'est dans la répartition des biens que réside le problème. Les ressources finiront bien, un jour, par ne plus suffire. Une autre menace, ce sont les détritus qui s'accumulent. Mais la menace permanente c'est le danger de la guerre. Actuellement, on nous dit que le danger doit, soi-disant, venir de la Corée du Nord, de l'Iran ou encore d'alleurs. Il s'agit de certaines armes atomiques qui vont être produites. Mais on détourne notre attention des plus grands dépôts d'armes atomiques des Etats-Unis et de la Russie qui suffisent largement à détruire le monde dix mille fois.
Je voudrais vous demander d'aider à protéger la culture là où on la pratique, à chercher partout tout ce que les hommes ont en commun. Et c'est dans ce sens que je salue cette conférence.
