Gennady Uzilevsky: Transition to Societies of Wisdom as a Condition of Cities and Towns Development in XXI Century

Seven contributions were delivered in the virtual section Transition to societies of wisdom as a condition of cities and towns development in XXI century. They can be divided into two groups:

  1. Four contributions are dedicated to the general problems of the transition to societies of wisdom with taking into consideration the development of cities and towns in the new century.
  2. Three contributions are devoted to the concrete problems of the transition to societies of wisdom.    

The first group of contributions was opened by my speech Transition to the wisdom society: internal and external determinants, problems and prospects. It was aimed at outlining the conceptual apparatus of the new metaphysical methodology of scientific research as a basis for rethinking the nature of wisdom. The comparison of the potentials of information society, knowledge society and the society of wisdom was carried out. Internal and external determinants of the transition to the society of wisdom based on conceptual propositions of metaphysical methodology have been identified. Problems and prospects of transition from the information and knowledge society to the society of wisdom have been defined. The problem of unguided development of cities and towns, which requires the evolutional and essential rethinking in the context of metaphysical methodology of scientific research with taking into account the perspectives of the transition to the society of wisdom, has been considered. 

George Samostroenko (Orel, Russia) spoke on the theme Two particular goals of transition to the society wisdom taking into consideration the formation of the latter as the condition of large and small cities development. In this regard he considered  two goals for solving the problem:

  1. preservation of traditions and their transmission to future generations;
  2. identification of ways and mechanisms to strengthen responsibility of humans in society.

According to the metaphysical methodology, Human and metaphysic Spiritual beginning are primary, all the rest – secondary. From this it follows that society is wise by its own traditions, methods and ways of solving various questions.

Indicators of a new economic formation appearance in the space of capitalism were outlined. They indicate a need for the synthesis of ME + US (individualism and collectivism) and the transition to a society of wisdom. The latter will contribute to increasing the responsibility of the population for

  1. state and development of cities and towns;
  2. fully promotion of the use of the wisdom inherent in each concrete human who lives in this or that area.

Irina Sosunova (Moscow, Russia) represented the paper Realities and challenges of social sciences and humanities in Russian megapolises: backgrounds and concepts. It examines the current state and immediate prospects for the development of social sciences and humanities in Russia. Concrete knowledge produced and broadcasted in Russian megapolises, is considered in its inseparable connection with wisdom. Considerable attention is paid to the history of Russian education, long isolated from the European education positive and intellectual processes. The basic changes that have occurred in the organization of scientific research and higher socio-humanitarian education for 20 years of profound reforms are considered in the systematic form. The main directions of contemporary fundamental and applied investigations are discussed. The impact of the globalization process upon the development of Russian science and education is analyzed. The likely consequences of Russia’s accession to the Bologna Process, as well as the state of the research activities of Russian higher educational institutions are considered.   

Anatoliy Kharitonov (Moscow, Russia) made a presentation Mathematics of evolution of the nature to the triple of harmony instead of mathematical models of its evolution to the maximum chaos – necessary transition to the wisdom society, which aroused a great interest among the participants of the section and its audience. For revealing the reasons and goals of self-propulsion of society the author has worked out the mathematical apparatus. It describes the triple interaction of Being and Nothingness by introducing new functions and mathematical objects (measures of chaos and order, fractal of golden ratio, the fractal properties of numbers.

It follows from this apparatus that there exist oscillations, whose resonant interactions give rise to internal forces of self-motion in nature and society. These internal forces may lead to the establishment and development of society under certain conditions. The latter are considered as the example of the description of the personality using the symmetry of the measures of chaos and order. The interaction of Being and Nothingness is taken into account for extending the applicability of mathematics in sociology and justifying the teleological approach, where the conditions of survival are defined quantitatively and qualitatively and by its measure – striving for triple the harmony of its internal parameters.  

The second group of contributions started with the speech Wisdom as a means of rehabilitation of drug addicts of Grigoriy Neufeld (Blankenheim, Germany). He reviewed the process of rehabilitation of humans dependent on psychoactive substances in the context of wise therapy, which is based on understanding of wisdom as the ability to solve complex challenges of life, particularly in terms of style, planning and interpretation of the latter. In this case, wisdom is interpreted as a multi-element system; the direction is given by spirituality. It serves as the conscience, which acts as an internal infallible criterion of truth, in-depth view of the ideal, the harmony, etc. It creates not only a particular emotional system of personality, which displays in the exacerbation of the perception of everything that surrounds humans, in the abilities of coming up to high spiritual states and the establishment of subtle spiritual connections between people, but also actively promotes the recovery of human being in appropriate conditions.

Vladimir Lazarev (Augsburg, Germany) devoted his contribution to civic engagement in the context of the wisdom of many. Не has shown that the concept of wisdom of many is based on the integration of life (spiritual, intellectual, and professional) experiences of different people. The more people involved in the decision-making, the more information that reflects the experience of many is involved in the turnover. In this regard, one of the objectives of the society of wisdom is to stimulate civic engagement not only in democratic governance, but also in accumulation of wisdom of many in the policy. According to the author, the state should promote functioning of the civil society through

  1. a broad public discussion of issues;
  2. creation of the necessary framework conditions for non-governmental organizations, unions and associations.

The experience of Germany has shown that civic engagement requires institutional rationalization of various forms of civil life at the regional and the local (municipal) levels.

Eugen Stykov (Blankenheim, Germany) represented the paper  E-participation as a path to a society of wisdom. The former is interpreted by him as the use of information technology to increase citizen participation in governance of state and public affairs. The author investigates “E-participation at the level of municipalities and communities in the context of wisdom of many. The latter describes the integration of collective mind in cyberspace. In this regard the Internet as a global social network is based on the wisdom of many, and provides collective activities with different views for solving urgent problems, regardless of the distance between subjects of communication. It should be added that cyberspace is characterized by availability, decentralization and informal communication. It is shown that E- participation includes a wide range of formal and non-formal forms and procedures. They allow you to exchange information, consult, implement, collaboration, lobbying, etc. The foregoing indicates that the E-participation is the path to a society of wisdom,
