Introduction

2024 is a year of decisions. What is needed for languages, literatures, arts, media, science, and research are new framework conditions, new methodologies, new approaches to facts, new collaborations, new public spheres – a turn to reality instead of „triggering“, „narratives“, „framing“, censorship. A policy of enablements.

Previous Polylogue Experiments
For 35 years (see Video, German) there has been the Jura Soyfer Society project (see portal to thousands of pages in over 50 languages, German), for 30 years the INST project (see partial documentation on TRANS, the homepages and the media information about the General Assembly on 8.3.2024). 8 INST World Conferences with up to 7,000 participants from over 100 countries took place (first conference: 1999 at the UNESCO headquarters in Paris), 32 Soyfer Symposia, a variety of meetings, virtual symposia and conferences. And suggestions to the G20 summits in Indonesia and India.

Cultural Concepts
The culture of a population is the regional and global approach to the world. The source document for the polylogues was UNESO’s Our Creative Diversity (1996). It participated in the EOLSS project of UNESCO. In 1998, an INST delegation was invited to present its concepts on the fundamental importance of cultures for social development to the Culture Committee of the European Parliament. The project „Cultural Policy of the EU Member States. Perspectives for the 21st Century“, the results of which were presented to the European Parliament’s Culture Committee in 2001. In 2001, the World Mountain Project was supported by the General Assembly of UNESCO in Paris. In 2006, the results of the EU project Virtuality and New Knowledge Structures were presented, including in the city halls of Vienna and Győr. In 2022, proposals were made to the G20 summit in Indonesia (Global Future: the vanish of PetrodollarIn: BANDUNG-BELGRADE-HAVANA IN GLOBAL HISTORY AND PERSPECTIVE: The Deployment of Bandung Constellation towards a Shared Global Future. Darwis Khudori et el. (editors): Universitas Airlangga Press 2022, p. 302-309.). In 2023, a Special Lecture on A Cultural Agenda for the NON-Aligned Movement was facilitated in the context of the G20 Summit in New Delhi. In 2023, culture was presented in Ouagadougou (Burkina Faso) as a platform for a new position of Africa in the world. Culture is also to be put at the centre of attention in the context of the G20 summits in Brazil (2024) and South Africa (2025), and a platform for Africa is to be organised.
In the context of previous traditions, opening plenary speeches are intended to draw attention to the importance of languages, literatures, arts and cultures for the development of the world. The focus is on The Unifying Aspects of Cultures.

The view from the outside
Austria is also perceived in the world as a neutral country, land of innovations, German as the language of knowledge transfer (e.g. modernization in Russia in the 18th century, in Japan in the 19th century), as a land of literatures, arts, cultures. Therefore, the following sections were organized:

Today’s Austrian Concepts
The concept of „Company Austria“ has failed. In the meantime, there are more scientists than workers in Vienna. There is no need for political instruction, no show fights for advertising media. The association of administrations with personal interest and fine talk, the whitewashing is the cause of structural corruption, authoritarianism, and floods of legislation. Many of the business areas of private individuals are the cause of excessive bureaucracy in the context of projects and productions. Democratic politics requires knowledge, participation, pluralism, and the light of the public. It is intended to enable.

EU Concepts
After the elections to the European Parliament on 6-9 June 2024, new decision-makers will have the say. The support of nationalism, which is contrary to the founding acts of the EU, leads to conflicts, war. The concepts of Putin, Zelensky, Netanyahu and Hamas are opposed by the concepts of a new cooperation.

Globalization with a human face
For 500 years, globalization has been shaped by the „Military Revolution“. In the 21st century, violence (colonialism, imperialism, hegemonism) is failing in the face of an emerging multipolar world. The peaceful transfer of power is being called into question in states, but also in the world. There is only perspective for fair cooperation based on the Declaration of Human Rights (1948) within the framework of a renewed UN. The alternative is the destruction of the habitability of the earth by humans. Even small changes could make Earth a planet of the kind that around 600 trillion other planets are stars in the cosmos.
